- Description
- The Federal Highway Administration (FHWA) plans to award a purchase order to the Federation of Tax Administration (FTA) to develop a training course for advanced investigative techniques for motor fuel cases. This training shall provide adequate tools for enhanced enforcement and investigation compliance programs. Proper training for FHWA investigators will assure case files are solid and defensible which will maximize successful prosecutorial outcomes. FTA has provided the basic and advanced auditor training to State, Federal and Industry representative, and the basic enforcement techniques course to State fuel tax enforcement personnel. They have developed materials and provided training for the basic enforcement course and are best able to leverage feedback provided as part of the basic course in order to develop a highly effective advance course. The FTA is uniquely qualified to develop an advanced course on motor fuel tax enforcement and investigative techniques. Because they are able to draw on the knowledge and needs of the membership to develop this type of training course, they are the only known source to provide this course. This is a Simplified Acquisition and shall be awarded on or about July 8, 2005.
