Description
This is a combined synopsis/solicitation for commercial items prepared per the format in Subpart 12, as supplemented with additional information included this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number INL- 0110-253001 is a Request for Quote (RFQ). The Government intends to award a firm, fixed price contract for the acquisition of a hard line intercept system with the ability to receive an E1 supporting up to 30 digital telephone lines a well as 32 copper analog lines. The following Provisions and Clauses are incorporated into this RFQ by reference. No addenda apply to these Provisions and Clauses. FAR 52.212-1, Instructions to Offerors ? Commercial Items, FAR 52.212-3, Offeror Representation and Certifications ? Commercial Items, FAR 52.212-4 Contract Terms and Conditions ? Commercial Items, FAR 52-212-5, Contract Terms and conditions required to Implement Statutes or Executive Orders-Commercial Items. No additional FAR clauses apply. The following provides the specifications: Description: Compact, semi-portable digital intercept solution with intercept capability of both digital recording of up to 32 analog or "copper pair" targets, 30 fiber optic intercepts over an E1 line or a combination thereof. Capability of intercepting 32 channels and the ability to accept an E1 trunk for 30 digital channels. Interested offerors shall provide sufficient technical data to permit the Government to evaluate technical capability. All hardware and software required for this intercept capability shall be detailed. Offerors will be evaluated on their product's technical capabilities and past performance with similar requirements. Award will be made to the the offer whose technical proposal and past performance on similar requirements is rated the highest. Price is significantly less important than technical and past performance factors. If all proposals are judged equal in technical and past performance, then award will be made to the lowest priced. Offerors must provide a completed SF 1449 and completed Representations and Certifications per FAR 52.212-3 with their quote. Questions regarding this solicitation must be received via email ONLY by July 7, 2005. The Government will make one award from this synopsis/solicitation. Offerors must be registered in the Contractor Central Registry (CCR) to be considered for award.
