Description

The National Heart, Lung, and Blood Institute intends to modify the existing purchase order number 263-MJ-502086, issued as non-competitive award to Ms. Suzanne M. Cole, 19020 Jamieson Dr, Germantown, MD 20874. Through competitive procedures a purchase order was issued to provide advice and to draft documentation involving a need to adapt or change NIDA administrative operations/organizations in order to meet higher level directives from NIH/DHHS/OMB. The purpose of this modification is to add an additional 400 hours to obtain an analysis of the roles and responsibilities of NIDA as the lead Institute for the Neurosciences Collaborative Operations Acquisition Center (COAC). Suzanne Cole has successfully performed the services required by this modification under the initial purchase order. Ms. Cole is able to provide the continuity needed for this requirement by continuing the work for NIDA without disruption of service. There is no reason to believe that an award to any other source for the additional services would result in any cost savings to the Government nor would it permit the services to be performed in a timely manner, for this reason it is in the best interest of the Government to issue the modification to purchase order number 263-MJ-502086. The North American Industry Classification System (NAICS) 541611, Size Standard is $6.0M is applicable to this requirement. This acquisition is being conducted under FAR Part 13 simplified acquisition procedures. It is noted that FAR Part 6, competition requirement is not applicable to simplified acquisition. The notice of intent is not a request for competitive proposals. Interested parties are requested to review the above requirements and submit a statement of interest which includes: a cost proposal detailing the loaded hourly rate and other direct costs; Curriculum Vitae; at least three (3) references documenting similar past performance experiences; and a technical approach of how the work will be performed. Response to this synopsis will be evaluated based on the following evaluation criteria: (1) Documented experience with National Institutes of Health (NIH) and National Institute on Drug Abuse (NIDA) Delegations of Authority; (2) Detailed understanding of NIH and NIDA missions, functions and organizational structures; (3) Experience working with NIH-wide policies relating to organizational changes, the implementation of organizational changes, and the related documentation and signatory requirements; and (4) demonstrated experience with NIH Human Resources policies and procedures. The determination by the Government not to complete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
