- THIS NOTICE IS FOR INFORMATION ONLY ? The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE SOURCE basis with The Coalition on Donation, 700 North 4th Street, Richmond, VA 23219. The purpose of this procurement is to make arrangements for a one-day meeting for the Division of Transplantation?s showcase of HRSA?s social and behavioral research grants to occur in conjunction with a 2-day national summit on donation and transplantation Sponsored by the Coalition on Donation. In order not to create yet another meeting and to make attendance cost-effective for organ procurement and transplant organizations, DoT wishes to hold a 1-day grant showcase adjacent to the existing meeting of donation education professionals. The ideal meeting is a 2-day communications summit to be jointly sponsored by the Coalition on Donation and the Communications Committee of the Organ Procurement and Transplantation Network (OPTN) that is being planned for November 2-3, 2005. DoT plans to hold its grant showcase on the day following this summit, November 4. Grantees will make presentations on their interventions, methodology, and results and provide suggestions for how their projects can be adapted by others. This procurement shall be processed in accordance with the Federal Acquisition Regulations Part 13, Simplified Acquisitions. The period of performance for this project is 6 months. In accordance with FAR 13.106-1, a Justification for Other than Full and Open Competition is on file. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.601-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
