Description
The U.S. Department of Energy, Office of Environmental Management, intends to solicit a proposal and negotiate a sole source contract with JTG Consulting for technical support in the areas of U.S. Nuclear Regulatory Commission (NRC) regulations and guidance to support the licensing of disposal of low level radioactive wastes. Specifically, EM is currently drafting waste determinations in accordance with Section 3116 of the Ronald Reagan National Authorization Act (NDAA) which requires the Secretary to consult on determination with the NRC. EM is also planning to prepare WIR determinations for situations in which Section 3116 of the NDAA does not apply. The waste determinations preparation and approval is on the critical path to completion of the accelerated cleanup at Savannah River Sits (SRS), Idaho National Engineering and Environmental Laboratory (INEEL), and other DOE sites. Based upon current annual budgets through the next decade , each day of delay will result in additional lifecycle cost to the Government in excess of $1 million. Therefore it is essential to complete the work immediately. The North American Industry Classification System (NAIC) Code for this requirement is 541620, Environmental Consulting Services. The period of performance is fifteen months and the total estimated value is $100,000. A fixed price purchase order is contemplated. THIS IS NOT A SOLICITATION FOR PROPOSALS OR AN INVITATION FOR BIDS, NOR DOES IT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COST INCURRED IN THE PREPARTION AND SUBMISSION OF DATA OR OTHER COSTS INCURRED IN RESPONE TO THIS ANNOUCEMENT Interested parties having all the capabilities to perform the services described above are requested to send in its capability statement, limited to not more than 25 pages. Responses must be submitted via the Department of Energy Industry Interactive Procurement System (IIPS) at the following internet address http://doe-iips.pr.doe.gov/ no later 4:30 p.m. on August 11, 2005. Contractors must register via the IIPS web site prior to responding to this Notice of Intent.
