Description

The National Institute of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Building Environment Division, intends to negotiate on a sole source basis under the authority of FAR 13.106(b)(1), with Arcadis G&M, Inc. of Durham, North Carolina, for a small chamber emission test system. The description of the system being procured is a small chamber emission test system to start research on development of a new emissions source standard reference material (SRM) as the starting point to developing an improved more accurate and repeatable small chamber emissions test method. This notice of intent is based on market research that leads NIST to believe that only Arcadis G&M, Inc. can provide the item noted above. Arcadus G&M, Inc. is the only vendor identified by NIST that has the technical ability required to be able to meet the specifications required to manufacture the EPA small chamber emission rate test chamber system for testing emissions from construction materials and household furnishings in the manner required to meet NIST?s needs (the specific need being: to develop a new SRM to be tested at NIST in other laboratories with the same EPA type chamber systems). No other vendors were found that are able to design and manufacture small custom chambers, perform ?in-house? testing, and installation of the chambers. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. This notice of intent is not a request for competitive quotations, however, parties authorized by Arcadis G&M, Inc.. that can provide the system. noted above may respond to this notice to indicate that they can provide it. Such notice shall be provided by June 29, 2005. The Government will then determine whether this procurement can be competed. A determination by the Government whether to compete the proposed acquisition will be based upon responses to this notice.
