- Contractor shall provide all supervision, labor, material and equipment necessary to install aircraft cables at perimeter fence from Post 1 through Post 4 at the Defense Distribution Depot Susquehanna (DDSP), New Cumberland, PA 17070. This work shall include the site work, installation of two aircraft cables to the existing chain link fence with U-bolts, concrete deadman anchors, posts and miscellaneous appurtenances from Station 0+00 at Post 1 through Station 15+10, Station 50+35 through Station 107+50 and Station 117+00 through Station 125+27 at Post 4. Option bid items will be included for the installation of the stand-alone fence along airport building and for the installation of aircraft cables on the existing chain link fence from Station 39+00 to Station 50+35. Existing bushes along the existing vinyl slat fence will be trimmed as required by Government personnel. All work shall be performed complete and in accordance with Specifications for Install Aircraft Cable at Perimeter Fence dated June 2005 and Drawing Numbers C-101, C-102, C-103, C-104, C-501 and G-101 for Project Number 3499 dated June 2005. Period of Performance ? Contractor shall commence work within 14 calendar days after receipt of the Notice to Proceed and shall complete the entire work ready for use within 150 calendar days after receipt of the Notice to Proceed. This acquisition is unrestricted pursuant to the Small Business Competitiveness Demonstration Program Act of 1988, Public Law 100-656 (15 U.S.C. 644 note). Contract award will be issued pursuant to the Small Business Competitiveness Demonstration Program. The estimated price range is between $250,000 and $500,000. The tentative date for issuance of solicitation SP3100-05-B-0003 for the above stated requirement is July 27, 2005. The tentative date for the bid opening is August 26, 2005. Access to the solicitation package to include the specifications and drawings will only be made available to bidders via the Federal Business Opportunities (FedBizOpps) website at http://www.eps.gov. Hard copies of solicitation SP3100-05-B-0003 to include specifications and drawings will not be distributed. Bidders are cautioned concerning their responsibility to access the website for any amendments that may be issued under the solicitation. There will be no advance notification of amendment issuance. Bidders are advised to consult the website frequently to check for the issuance of amendments. Amendments may be issued up until the bid opening date and time. Failure to acknowledge amendments may render your bid non-responsive and ineligible for award. To receive awards resulting from solicitations issued after May 31, 1998, your company must be registered in the DoD Central Contractor Registration (CCR) database. Contractor may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423 or via the Internet at http://www.ccr.gov. All responsible sources may submit a bid which shall be considered by this agency. The Government intends to award one contract as a result of this solicitation. Award will be based on the total lowest priced responsive, responsible bid submitted for all bid items. A bidder must be determined responsible according to the standards of FAR Subpart 9 to be eligible for award. Bidders must submit a bid for all bid items. Failure to do so will result in the bidder being considered non-responsive to the solicitation. This project is Subject to the Availability of Funds (either Fiscal Year 2005 or 2006 Funds). Funds are not presently available for this project. Award of a contract will not be made until funds are made available to the Contracting Officer. The Government intends to award the base bid item based on the availability of either Fiscal Year 2005 (by September 30, 2005) or 2006 (by October 31, 2005) funds. The Government reserves the right to award one or both option bid items based on the availability of funds. The option to award one or both option bid items will be exercised either at time of award of the base bid item or within 60 calendar days after the award date of the base bid item.
