Description
Modification 1 - Solicitation Number HSCG38-05-Q-500017 is hereby amended to incorporate specifications as follows: Desiccant Dehumidifiers Specifications The United States Coast Guard desires desiccant dehumidifiers to determine the effectiveness of humidity control in mitigating corrosion and improving avionics reliability of operational USCG aircraft. The desiccant dehumidifiers will be used on the following aircraft: C-130 aircraft in Elizabeth City, NC. These specifications describe the minimum anticipated operational and performance requirements of the desiccant dehumidifier. SCOPE The contractor shall provide two desiccant dehumidifiers capable of producing continuous dehumidified air with constant humidity and temperature for a given inlet condition. One dehumidifier shall include a pre-cooling system to precondition the ambient air before entering the process inlet of the dehumidifier. The second dehumidifier shall include a pre-cooling and post-cooling system. The post cooling system limits the temperature of the process outlet air being delivered to the conditioned space. The dehumidifier shall be a two-compartment type utilizing desiccant media in a process and reactivation chamber. The dehumidifiers shall be fully factory assembled package units, complete with reactivation heaters, filters, motors, fans, desiccant rotor and rotor drive assembly, access panels, volume dampers, weatherproof electrical enclosures and all necessary controls for proper unattended operation of the system. The dehumidifier shall be capable of operating using a humidistat. The unit casing, air plenums and ducts shall be constructed of continuously welded aluminum to insure air and vapor tight construction. The access panels shall include vapor proof gasketing and allow for simple service and inspection. The unit shall have weather and U.V. resistant paint over the exterior. Independent pressure gauges for indication of process and reactivation airflow rates shall be included. This is an all-or-none solicitation. The government intends to award a contract resulting from this solicitation to the contractor whose proposal, in the government’s estimation, represents the best value after evaluation in accordance with the factors in the solicitation. REQUIREMENTS The time of delivery is essential. The required date of delivery shall be no later then 12 weeks after the contractor receives notice of award. The instruction shall include set-up, operation and maintenance of the units. 5.2 The following shall be provided for each unit: Set-up/Installation Manual, Operation Manual, Maintenance Manual, and Electrical Wiring Schematic. 6.0 INPSECTION AND ACCEPTANCE On site by Aircraft Repair and Supply Center Personnel 7.0 QUALITY ASSURANCE PROVISIONS Provide information on Quality System such as ISO certification 8.0 DELIVERY Desired delivery is 12 weeks after the contractor receives notice of award.
