Description
Ammendment 0001: The FBI intends to purchsae a minimum of 308 units, up to a maximum of 1000 units over the life of the IDIQ contract. This IDIQ contract shall be (1) base year and four option years. There is no guarantee of purchase over the initial 308 units. ////This is a combined solicitation/synopsis for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation Number E001240 is being issued as a Request for Quotation (RFQ). The Solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-04. This RFQ is issued under full and open competition and is unrestricted. The applicable NAICS is 42169 and the small business size standard is 500 employees. The Federal Bureau of Investigation (FBI) has a requirement to procure the following “Brand Name Only” product: Item 0001: Ovation Systems 24 hour Time-Lapse DVD Video Recorder/burner. Product No. AB1B-5254. Quantity: 308. Salient Characteristics are: (1) Product shall be able to record video in real-time, or in time-lapse, onto DVD-R write once disks. Once burnt, the disks shall be viewable on either a PC or standard, low-cost DVD players. (2) The system shall record to an internal hard disk buffer. As soon as 4.7 GB of data is available, (1 DVD), the product shall automatically start burning the recorded video to DVD. (3) The system shall have the ability to be used for long term unattended recording, and shall have the capability of storing up to 10 DVDs of video to internal disk before burning (4) The recorder shall be 12 V DC powered and suitable for battery operation. (5) Product shall have alarm inputs and outputs (6) Product shall provide onscreen time and date stamp. (7) The mechanical size (inc connectors) shall be 260 x 155 x 90 mm. Based on knowledge acquired from extensive market research, video periodicals and trade shows, it has been determined that the FBI’s requirement can only be provided by Ovation Systems. The FBI has determined that no other company can provide an adequate product to meet the FBI’s functional requirements. This requirement will be awarded on a firm-fixed price Indefinite Delivery/Indefinite Quantity contract. The Government will consider on June 29, 2005 all quotes received by 2:00 PM Eastern Standard Time. Technical capability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore it is incumbent on the interested party to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment of the proposal. Award is anticipated on June 30, 2005. Inspection and acceptance shall be made at destination, FOB Destination. The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Government’s rights under the Inspection Clause, nor does it limit the Government’s rights with regard to the other terms and conditions of the contract. In the event of a conflict the terms and conditions of the Government’s contract shall take precedence over the warranty. The warranty period shall begin upon final acceptance of Item 0001 by the Government. FAR Clauses and provisions that apply to this acquisition can be obtained from the website http://www.arnet.gov/far/. FAR 52.212-1, Instructions to Offerors-Commercial Items (JAN 2005) is incorporated by reference and applies to this acquisition. The provision at 52.212-2 Evaluation- Commercial Items (JAN 99) does apply to this requisition. Award will be based on price and other factors most advantageous to the government. The offeror shall include a completed copy of the provision at 52.212-3 Offeror Representations and Certifications-Commercial Items (MAR 2005) with this quotation. FAR 52.212-4 Contract Terms and Conditions-Commercial Items (OCT 2003) is incorporated by reference and applies to this acquisition. The clause at 52.212-5 (APR 2005)Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items is incorporated by reference., Applicable clauses under 52.212-5 include: 52.233-3, 52.233-4,52.203-6 Alternate I, 52.222-3, 52.222-19,52.222.21, 52.222-26, 52.222-35, 52.222-36, 52.222-37,52.232-33,52.232-36, 52.239-1, 52.222-41,52.222-43, 52.222-44.52.211-6, Brand Name or Equal, and 52.247-33 FOB destination also apply to this requisition.
