Description
HTLM e-newsletter design Meet with council officials to discuss e-newsletter options and alternative approaches. Provide several suggested designs for an electronic newsletter, the template for which can be used by Council staff for future newsletters. Upon a final decision by Council staff, provide a final template design for an electronic newsletter which may be used as a template in the future. STATEMENT OF WORK ? DESIGN HTML NEWSLETTER TEMPLATE BACKGROUND The National Women?s Business Council is a bi-partisan public policy advisory body created to serve as an independent source of advice to the President, Congress, and others on economic issues of importance to women business owners. The Council is committed to: Conducting research on issues of importance to women business owners and their organizations; Communicating these findings widely; Connecting the women?s business community to public policy makers; and Providing a platform for change to expand and improve opportunities for women business owners and their enterprises. The Council staff prepares and distributes a bi-monthly electronic newsletter to over 5,000 members of the women?s business community: association leaders, policy advocates, entrepreneurial support organizations, individual women business owners, and others interested in women?s entrepreneurship. At the present time, an e-mail is sent out to our contact database informing our community that the newsletter is on our web site, in pdf format. We would like to modernize this process by sending the full newsletter directly in an HTML template ? in addition to archiving them on our web site. STATEMENT OF WORK Task Number One: Meet with Council officials to discuss e-newsletter options and alternative approaches. Task Number Two: Provide several suggested designs for an electronic newsletter, the template for which can be used by Council staff for future newsletters. Task Number Three: Upon a final decision by Council staff, provide a final design for an electronic newsletter, in a mutually agreed-upon format, which may be used as a template for future NWBC e-newsletters. PERIOD OF PERFORMANCE It is expected that the performance of the tasks outlined above can be accomplished within 90 days of the award of this contract. Three equal payments will be paid: one upon receipt of initial design alternatives; the second upon agreement of a final design approach; and the final third upon the provision of a final template and completion of the project. DELIVERABLE The final deliverable for this project is a template for an electronic newsletter, in a mutually acceptable format, which can be used in the future by Council staff to create electronic newsletters. REQUEST FOR QUOTATION The successful contractor will respond to this request by: Providing five (5) copies of a succinct proposal of no more than 5 pages (including resumes and other addenda) and cost estimate for the aforementioned tasks. The cost estimate should be separate from the technical proposal and should include all costs associated with the project, including any delivery or other miscellaneous costs. Responding directly and clearly to each of the items in the statement of work. Demonstrating relevant past experience and competency related to the contract tasks, and ability to meet the technical requirements of the project. The National Women?s Business Council is especially interested in receiving quotes from women-owned businesses. EVALUATION This contract award will be based on the most technically acceptable proposal offering the best value to the government, and its award is subject to the availability EVALUATION CRITERIA FOR PROJECT This project will be technically evaluated based on how well the proposal addresses the following elements. Cost will also be a factor, with the technical evaluation comprising 70% of the review and the cost 30%. Element Number of Points Responds directly and clearly to each of the items in the statement of work. 15 Offers a creative approach to the statement of work and the tasks associated with the project. 25 Demonstrates relevant past experience and competency related to the contract tasks, and the ability to meet the technical requirements of the project. 20 Cost. 25 Bidder is a women-owned business. 15 Total Number of Points Up to 100 Bidders receiving fewer than 60 points will be deemed technically unqualified and will not be considered for the award regardless of their cost proposal.
