- The Defense Threat Reduction Agency (DTRA) intends to award an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract on a sole source basis to Nuclear Safeguards and Security Systems, Inc., 765 Emory Valley Road, Oak Ridge, TN 37830 for an effort entitled ?Smart Threads Integrated Radiation Sensors.? The objective of this effort is to develop near-term, scalable solid-state radiation detection systems to search for and verify the presence or absence of nuclear Weapons of Mass Destruction (WMD), Improvised Nuclear Devices (IND), Special Nuclear Materials (SNM), Radiological Dispersion/Exposure Devices (RDD/RED), and/or Chemical and Biological Weapons on land and in the sea and air. This class of radiation detectors will be used in a wide range of operational environments, and shall be readily configured into a system of systems in order to meet the mission requirements of counter proliferation and counter terrorism regimes. These detection systems shall principally use a solid-state technology as the detection medium for both gamma and neutron radiation, and shall be scalable, formable, flexible, and unsusceptible to single point destruction. The statutory authority for this non-competitive action is (10 U.S.C. 2304(c)(1)), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source, and is supported by an approved Justification and Approval. This notice of contract action is not a request for competitive proposals; no formal solicitation will be issued as a result of this announcement. Note 22.
