Description
NAICS Code: 332312 The U.S. Environmental Protection Agency (U.S.EPA), Science and Ecosystem Support Division (SESD) intends to award a sole source, firm fixed priced, purchase order using Federal Acquisition Regulations (FAR) Part 13, Simplified Acquisition Procedures to Geoprobe Systems, Salina, Kansas 67401. The purpose of this acquisition is to purchase a Geoprobe Tracked Direct-Push Machine (#6620DT). We intend to select Geoprobe Systems as a sole-source vendor for this direct-push machine based on compatibility issues with a Membrane Interface Probe (MIP) system currently in our inventory. The MIP system is a proprietary product of Geoprobe Systems and its components are not available from other vendors. This system is designed to fit Geoprobe System machines, and the machines have been built to accommodate the MIP system. The MIP system includes various transducers that monitor feed system movement on the direct-push machine. These transducers are designed to mate with the Geoprobe machines, and vice-versa. The transducers are not constructed to mount to other machines. Also, the direct-push machine uses a hydraulic hammer to drive the probe underground. The Geoprobe Systems hammer outfits with a cushion device to dampen the high-frequency hammer energy. In the absence of the cushion, the MIP system would quickly be damaged. The North American Industry Classification System (NAICS) code for this procurement is 332312. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Any firm who believes it is capable of meeting EPA's requirement as stated herein should submit a response in writing to U.S. EPA, Region 4, Office of Acquisition Management, 61 Forsyth Street, Atlanta, GA 30303, ATTN: Deborah Hoover. Responses to this requirement must be received by 4:30 PM EST, on July 13, 2005, and must contain your capability to meet EPA's requirement. Only responses received by this date will be considered. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
