Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate, on a sole source basis, with National Academy of Sciences, Institute of Medicine (IOM) 500 Fifth Street, NW, Washington, DC 20001 to provide conference support for a roundtable on Environmental Health Sciences, Research, and Medicine. The National Academy of Sciences has been the lead in planning for the roundtable discussions since early 2000. IOM has the unique ability to provide policy advice from a national perspective and convene committees of experts. Experts are assembled from the academic, industrial, consumer and federal perspectives to meet and discuss sensitive and difficult issues. Continued use of IOM for this service will help EPA obtain information to enhance environmental health and aid in developing clinical and environmental health research strategies. Therefore, EPA believes that National Academy of Sciences, Institute of Medicine, is the only vendor qualified with the expertise capable of satisfying this requirement. The circumstance permitting "Other than Full and Open Competition" is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" at this time. The anticipated period of performance is 12 months. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this synopsis is to determine if any source(s) exist, therefore, no solicitation (RFQ) is available. Submit response to the U.S. EPA, Attn: Robin S.
