Description
The Department of the Treasury, Bureau of the Public Debt, intends to issue a solicitation for Security Services to be provided on a nationwide basis. The resulting contracts are intended to meet the needs of the customer agencies (Federal Government) of FedSource, an Interagency Service Provider. The contractor shall provide all management, supervision and labor to meet the requirements as issued through task orders. The government intends to make multiple contract awards, setting aside a portion of the requirements for small/8(a) businesses as applicable in each service category below. These services will be used by the FedSource offices through the issuance of individual task orders on behalf of their customer agencies. The Government anticipates awarding multiple indefinite-delivery/indefinite-quantity type contracts allowing for performance-based task orders. The decision regarding the number of contracts to be awarded will be determined by the government prior to award. The NAICS codes for the upcoming solicitation are as follows: 541690 Category I, II, III 541519 Category III 561612 Category IV 561320 Category V The service categories and set asides for each category are as follows: Category I: Task Order Development. (Consulting Services for the express purpose of advising/developing individual task orders and statements of work to acquire services under this contract.) 100% Competitive 8 (a) only. Category II: Security/Safety Consulting and Training Services. 30% Small Business Set Aside. Category III: Security Operations Support Services. 100% Small Business Set Aside. Category IV: Guard Services. 100% Competitive 8 (a) only. Category V: Personnel Security. Unrestricted. Prospective annual dollar volume for each service category is as follows: Estimated Annual Dollar Value Category I: $2m Category II: $69m Category III: $8m Category IV: $20m Category V: $1m Total Estimated Annual Dollar Value: $100 Million. Category I: Task Order Development. Perform a wide range of consulting services to assist agencies in acquiring security services by assisting in the preparation of a task order/statement of work. This category of service is envisioned for customer agencies that do not have the technical security expertise to develop their own specific task order/statement of work. Category II: Security/Safety Consulting and Training Services. Perform a wide range of security/safety program consultative services in the physical, information technology, homeland security, intelligence, and installation/facility operational arenas. Complete a wide variety of studies, reviews, analyses, assessments and evaluations. Provide results through professional consulting, lectures, briefings, written documents and electronic means and data bases. Provide training and educational services that include classroom, and remote learning methods. Category III: Security Operations Support Services. Perform a wide range of operational support services in the physical, information technology and installation/facility arenas to assist agencies in meeting their security responsibilities. Example of areas of support envisioned include: - Ancillary services relating to security/facility management systems that include the movement, installation/re-installation, and/or maintenance of control, warning and detection type systems. - Provide a wide range of security operations support services involving document security including working in secure, classified areas and facilities. - Provide translation services for written, electronic and multi-media material for the purposes of determining the level of classification, sensitivity, and disposition. -Provide a full range of surveillance services including conducting operations, counter surveillance operations and analysis, attack and incident analysis, surveillance detection analysis and advisory services. - Conduct firearms range operations providing a full range of services involving the safe and effective operation of a variety of firing exercises. - Provide a variety of security support personnel for events, ceremonies, or other similar activities. Category IV: Armed and Unarmed Guard Services. Provide Armed and Unarmed Security Officers. Officers may be deployed at fixed posts, roving patrols, or vehicle patrols. Provide skilled contractor personnel, such as receptionists, screeners, escorts, and security monitors who maintain observation of visitors, contractors, etc. who lack appropriate clearances, but are temporarily in secured/sensitive facilities. Provide armed and unarmed security personnel for special event security on and off government owned/leased facilities. Provide armed and unarmed security personnel as drivers and transportation escorts for personnel and/or logistics movement. Category V: Personnel Security. Provide a variety of security services related to personnel security functions. Contractor personnel will require the level of security clearance specified in the individual task order. Provide services to support programs designed to ensure the suitability of personnel (applicants, employees, contractors etc.) engaged in sensitive, trust and/or classified positions. Conduct investigations, complete support tasks for adjudication of reports of investigations and develop draft security policy and procedure and carry out implementation tasks. Conduct pre-employment screening including, National Agency Check with Local Check (NACLC), Local Agency Check (LAC), Single Scope Background Investigation (SSBI), Single Scope Background Investigation-Periodic Review (SSBI-PR), levels of investigation, updates, special inquiries, and follow up requests. Develop and/or conduct training that results in new investigators receiving investigator credentials that satisfy all Office of Personnel Management requirements. Investigators, investigative technicians, record couriers and case reviewers/closers must hold OPM credentials. All set-asides are contingent upon receipt of a satisfactory technical proposal and proposed pricing that is determined to be fair and reasonable. The resulting contract(s) will have a base period with four one-year option periods. The maximum value of all contracts will not exceed $500 million dollars for their combined cumulative sum. Conflict of Interest Provision: To avoid real or apparent conflicts of interest, restrictions are placed on fulfillment of certain task orders. (Contractor is defined as the person, firm, unincorporated association, joint venture, partnership, or corporation that is a party to this contract.) Security consultants are prohibited from recommending security and safety solutions from firms with whom they have a financial interest. A product affiliated consultant is prohibited from doing analysis work that results in the recommendation of a security or safety solution in which they have a financial interest. A contractor who accepts a Category I order is precluded from accepting further task orders that result from the fulfillment of the Category I Statement of Work.
