Solicitation No. N40084-05-R-0137, WHOLE HOUSE REVITALIZATION OF GOJ TOWNHOUSE, PHASE 4 FOR THE HOUSING ACTIVITY CIVIL ENGINEER, COMMANDER U.S. NAVAL FORCE, JAPAN LOCATION: YOKOSUKA, JAPAN ISSUE DATE: 7/8/2005 DUE DATE: 8/8/2005 PRICE RANGE: BETWEEN $5,000,000 and $10,000,000 Preference Program: Unrestricted Contracting POC: Nanette Castro 011-81-6160-43-4088 The request for Proposal (RFP), Solicitation N40084-05-R-0137 for a project entitled Whole House Revitalization of GOJ Townhouse, Phase 4 for the Housing Activity Civil Engineer, Commander U.S. Naval Force, Japan will be issued on or about 8 July 2005, with a proposal due date of 8 August 2005. The entire solicitation, including plans and specifications, will be available for viewing and downloading at http://esol.navfac.navy.mil This will be a firm fixed price contract with one option. The work is a performance specification package which includes major work requirements to provide whole house renovation of 67 Government townhouse family units. The contract will include an option for the renovation of an additional 2 units. (BLDG. C39 (Edwina SOQ units #8 & #9). Work items will include the floor, key plan, interior elevations, stair, closet, doors schedule, wall, ceilings, windows, roof, pluming fixtures and piping removal, A/C, TV and communication system, lighting fixture, interior, kitchen equipment, lavatory cabinets, toilet, bathroom, painting the exterior, mechanical, electrical, civil, structural and incidental related work Lead-containing paint and asbestos-containing materials will be encountered. The estimated cost ranges from $5,000,000 to $10,000,000. The contract performance period is 1,000 calendar days after the date of award. THE NAICS CODE FOR THIS PROCUREMENT IS 236116. This procurement is UNRESTRICTED. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the offeror proposing the best value to the Government from the technical and price standpoint. Price is considered approximately equal to the technical evaluation factors. Technical evaluation factors are as follows: (1) Past Performance; (2) Experience; (3) Management and Key Personnel; and (4) Schedule. A pre-proposal conference will be held approximately 14 calendar days after issuance of the solicitation. This will be an electronic solicitation only in PDF format. No paper solicitation will be issued. Telephonic requests will not be honored. Interested parties are highly encouraged to register prior to downloading the solicitation. Block 7.
