SET-ASIDE: ********* THIS PROJECT IS NOT SET-ASIDE. ************************** SOLICITATION NO.: Q5230050042 DESCRIPTION: Cumberland Gap National Park maintains Shillalah Creek Road for the access of visitors and administrative use of the Hensley Settlement area located in the backcountry. This road is approximately six miles in length and is a single lane mountain road with a gravel surface. The work of this project will involve concreting portions of the road surface and adjacent drainage ditches. The cleaning of other dirt surface drainage ditches, to provide proper drainage by improving ditching, replacing and installing additional culverts will be necessary. The construction of stone and masonry head and tail-wall at each culvert will be needed to prevent erosion. The reconditioning of the existing road surface will involve, grading, graveling, and installing a compaction surface in the steep and/or switchback areas. It will be necessary to provide silt fencing and the seeding and mulching in all disturbed areas to prevent soil erosion. This project is necessary to provide safe and sufficient vehicle traffic to the remote areas of The Cumberland Gap National Historical Park. The National Park Service will award a single negotiated firm-fixed price contract to furnish all labor, materials, equipment and expertise necessary to perform all operations required for the successful completion of the above named project to the contractor offering the best value to the Government and will require submission of a price proposal. PROJECT COST RANGE: $25,000 to $100,000 LOCATION: The construction site is located in the Cumberland Gap National Historical Park, in Bell County, KY, at Cumberland Gap National Historical Park, P.O. Box 1848, Middlesboro, KY 40965. Cumberland Gap National Historical Park is located ? mile south of Middlesboro, KY on US 25E. QUALITY ASSURANCE: A construction permit is not required, however, the contractor shall be experienced with work as described above, and the contractor shall show prior evidence of related work. The NAICS Code for this project is 237310 and the small business size standard is $28.5 million. This procurement is a Request for Quotations (RFQ) and is subject to the provisions of Federal Acquisition Regulations (FAR) Part 13, Simplified Acquisitions. A Pre-bid site inspection will be scheduled for all interested parties with the time and date to be announced in the Solicitation Instructions. FAR Clause 53.236-3, Site Investigation and Conditions affecting the Work, will be included in the contract. This clause places total responsibility on the contractor to investigate the project site.
