- This is a combined synopsis/solicitation for the services herein identified. This announcement constitutes the only solicitation; a proposal is being requested and a written solicitation may not be issued. THIS IS A NOTICE OF INTENT TO AWARD ON A SOLE SOURCE BASIS. This award will provide analytical, production and process support for the Army in every aspect of Electronic Warfare Integrated Reprogramming (EWIR) production during a time of transition, evol ution and challenge for the entire EWIR Community. The Contractor will perform specific tasks in the areas of information gathering, data reduction, signals analysis, engineering assessment, product preparation and production process enhancement that will support Armys efforts to accomplish nationally mandated changes in EWIR production and enable realization of significant improvements production quantity, quality and efficiency. A sources sought has been previously conducted. This award will be on an ot her than full and open competition to Syracuse Research Corporation, Syracuse NY.
