Description
The U.S. Army Corps of Engineers, Kansas City District intends to issue a full and open competition solicitation on or about July 15, 2005 a Child Development Center: Design and Construction (D/B) of a new 26,000 SF Child Development Center includi ng access roadways, site work, parking, and service utilities. Work will include full design services for architectural and design services. The new facility construction will involve the following major trades: concrete foundations, concrete sidewalks and curbs, playground equipment, fencing, retaining wall, asphalt roadways, earthworks, landscaping, steel, carpentry, masonry/brick walls, sheet rock, standing seam metal roof, windows, fire protection, interior finishes, interior electrical, communicati ons, plumbing, HVAC, and all new utility service entrances. Project also includes the partial demolition (approximately 3,500 SF total area), asbestos removal/lead based paint removal, and subsequent enclosure of the remaining existing Child Developmen t Center. Competition under this solicitation is unrestricted; this agency will consider proposals submitted by all responsible sources. There is a new Federal Integrated Acquisition Environment (IAE) initiative called Online Representations and Certifications Application (ORCA). ORCA is a web-based system that centralizes and standardizes the collection, storage, and viewing of many of th e representations and certifications required by the Federal Acquisition Regulations and previously found in solicitations. According to the language in FAR case 2002-024, vendors are required to use ORCA beginning 1 January 2005. Detailed information ca n be found in FAR Case, as well as by visiting the Help section of the website at http://orca.bpn.gov. The help section includes ORCA background information, frequently asked questions (FAQ), the ORCA Handbook, and whom to call for assistance PLEASE NOTE: NEW CCR REQUIREMENTS: Prior to bidding, vendors must be actively registered in the Central Contractor Registration (CCR) system, including creation of an MPIN number. Registration instructions may be obtained, and online registration may be accomplished, at www.ccr.gov. By submission of a bid, a bidder acknowledges the requirement to be registered in the CCR database prior to award; during performance; and through final payment of any contract resulting from the solicitation. Refer to CCR clause #252.204-7004. Prospective contractors must be registered with CCR prior to contract of award. The CCR web page address is www.ccr.gov, or one may telephone 1-800-227-2423 for the Contractor Registration Assistant Center OFFEROR REPRESENTATIONS AND CERTIFICATIONS: Prior to bidding, vendors must complete online the Representations and Certifications. To do so requires CCR registration, including an MPIN number. Instructions may be obtained, and required information may be e ntered, at http://orca.bpn.gov.
