Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. W912CZ-05-Q-0020 is being issued as a Request for Quote, which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2001-27. This acquisition is unrestricted. The associated NAICS for this acquisition is 5 32412. Small Business Standard size is $5.0. Sub CLIN 0001AA description: leased 240 ton crane with minimum 140 foot boom capable of lifting 100,000 lbs. to a distance of 85 ft. maximum. Sub CLIN 0001AB description: crane operations -- labor, includes crane operator, oilman, and rigger labor costs. Sub CLIN 0001AC description: crane operations travel, includes crane operator, oilman, and rigger travel, and per diem. Provide actual quotes from airlines. Sub CLIN 0001AD description: crane operations, mobilization and demobilization of cranes. Sub CLIN 0001AE description: other crane operation costs -- includes slings, block and tackle, and other heavy lifting equipment. Sub CLIN 0002AA description: leased 25 ton crane or boom truck, with 80 ft. boom, capable of lifting 3,000 lb. roof trusses atop a 10 ft. building. Crane or boom truck width cannot exceed 16 ft. Sub CLIN 0002AB description: crane or boom truck operations -- labor, includes crane operator, and if necessary oilman, and rigger labor costs. Sub CLIN 0002AC description: crane or boom truck operations -- travel, includes crane operator, and if necessary oilman, and rigger travel, and per diem. Provide actual quotes from airlines. Sub CLIN 0002AD description: crane or boom truck operations, mobilization and demobilization of cranes. Sub CLIN 0002AE description: other crane or boom truck operation costs -- includes slings, block and tackle, and other heavy lifting equipment. SCOPE OF WORK General: The Ground-Based Missile Defense Program has a requirement for a 240-ton crane or equivalent (heavy lift support) beginning 1 August through 10 August 2005, and a 25-ton Crane or Boom Truck beginning 28 August and ending 4 September 2005, at Ft. Greely, Alaska. This support is required to install the High Altitude Electromagnetic Pulse (HPS) Power Shelters, 4 Wall Panels, 11 Power Filters, and 12 Roof Trusses, for the Military Ground Satellite Communications (MILSATCOM) Station. All items (excep t roof trusses) must be lifted from outside an, 8 high fence with security sensors onto a 69 by 38 concrete pad. The pad serves as the foundation for two HPS Shelters, Wall Sections, Filters, Roof Trusses and other associated equipment being installed. The roof trusses can be lifted from a flatbed trailer from adjacent the pad inside the fenced area. GMD may provide up to 48 hours notice of a lift requirement for all lifts needed in August.The lift requirements are as follows; 01 August  10 August 2005: 240-ton Heavy Crane Requirement 01 Aug 2005, HPS Installation: The 240-ton crane must have a minimum of a 140 boom, and be able to lift an estimated weight of 100,000 lbs from a maximum distance of 85. The operation requires the HPS shelter to be lifted off a trailer, located outside the secure area, up and over an 8 high security censored fence, and onto the foundation pad approximately 85 away from the crane. The HPS shelter is approximately 46x12x12; the government will provide the rigging gear shackles that attach to the HPS shelter and the slings up to the point of the connection to crane. All other equipment will be provided by the contractor. 02 Aug 2005, Generator Enclosure Installation: The 240-ton crane must have a minimum of a 140 boom, and be able to lift an estimated weight of 100,000 lbs from a maximum distance of 85. The operation requires the Generat or Enclosure to be lifted off a trailer, located outside the secure area, up and over an 8 high security censored fence, and onto the foundation pad approximately 85 away from the crane. The Generator Enclosure is approximately 46x12x12; the governmen t will provide the rigging gear shackles that attach to the HPS shelter and the slings up to the point of the connection to crane. All other equipment will be provided by the contractor. 03 Aug  4 Aug 2005, Lift (4) Four Wall Sections: Remove (4) four Wall Sections from a transport trailer, located outside the secured area, up and over a 8 high security sensored fence, and onto the foundation pad approximately 85 away from the crane. Two wall sections weight approximately 1360 lbs and are 23.5 x .33 in width by 10 in height, and the other two sections weight approximately 1000 lbs and are 12 x 33 in width by 10 in height. The government will provide the rigging gear shackles and t he slings up to the point of the connection to crane. All other equipment will be provided by the contractor. 05 Aug 2005, Lift (11) Eleven Power Filters: Remove (11) eleven Power Filters from an adjacent pad, located inside the secured area, and position on the designated installation pad as directed, approximately 85 away from the crane. Each Power Filter wei ghts approximately 2600 lbs with the largest dimensions being 72X 70X 26 X 67.5 X 74. The government will provide the rigging gear shackles and the slings up to the point of the connection to crane. All other equipment will be provided by the contract or. 28 August  4 September 2005: 25-ton Crane or Boom Truck Lift 12 Metal Roof Trusses - The 25-ton supporting crane or boom truck must not be more than 16 in width as it must be able to maneuver into the gated area approximately 18wide. The installation of the roof trusses will begin approximately 28 August 2005 . Remove Roof Trusses from transport trailer, place on facility/shelters roof located 25-40 from proposed crane or boom truck location. The equipment must be able to lift 2000 lbs at least 30 high to place the trusses on the HPS shelter which are 10 hig h in order to mount them to the roof structure. The trusses must be held until they are secured to the HPS structure. The supporting crane or boom truck must remain on site to provide dedicated support until the roof trusses are installed.
