- COMBINED SYNOPSIS/SOLICITATION QUAD BAND CONVERTERS (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quote (RFQ). Submit written quotes on RFQ reference number FA2517-05-T-6031. (III) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04. (IV) This solicitation is being issued as full and open competition; the associated NAICS code is 334220. The size standard is 750 Employees. Trying to encourage small business, preferably service disabled veteran owned vendors to reply. (V) This combined synopsis/solicitation is for the following commercial item: 3 each Quad Band Converters: Converting the following bands, C, extended C, X, KU and KA band output. 1U rack mount. Data non-inverting. 950-1750mhz to 5850-6650mhz c band. 950-1450mhz to 7900-8400mhz x band. 950-1700mhz to 13750-14500mhz ku band. 1000-2000mhz to 30000-31000mhz ka band. Gain 35dB +/- 2. Gain control 30 dB, 1 dB steps. MFG: Narda (L-3 COMM), P/N 10170 or equal. (VI) Description of requirements are as follows: See Paragraph V. (VII) Place of delivery is Peterson Air Force Base, Colorado Springs, Colorado, 80914. Required delivery is 30 days date of award of contract. (VIII) FAR 52.212-1, Instructions to Offerors ? Commercial Items (Jan 2004), applies to this acquisition. In addition to written quotes, offerors are instructed to provide a capability statement describing qualifications to perform requirements listed at paragraphs V and VI. (IX) FAR 52.212-2, Evaluation -- Commercial Items (Jan 1999), applies to this acquisition. Paragraph A of this clause is completed as follows: 1) Price shall be used to evaluate quotes. (X) The offeror must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (May 2004). A copy of this provision is located at http://farsite.hill.af.mil/ (XI) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (Oct 2003), applies to this acquisition. (XII) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items (Jun 2004). (XIV) The Government intends to award a Firm Fixed Priced contract resulting from this solicitation.
