Description
The contractor will provide a completely supervised, new addressable, multiplex intelligent, analog fire detection and alarm system which is independent and separate from the building?s existing status and temperature control equipment. Contractor is responsible for coordination of the fire alarm panel installation with the Flint Federal Building. Contractor shall maintain the existing fire alarm equipment until new equipment has been tested and accepted by the Government. After Government acceptance of the new fire alarm system, remove all existing equipment including wiring, raceways, conduit, boxes, cabinets, outlets, mounting boxes and other devices. The building contains a fire protection sprinkler system in the basement. Contractor shall provide new water flow detectors, pressure switches and tamper switches for the building sprinkler system. All existing devices shall be replaced with new. Contractor must maintain the existing wet pipe sprinkler system fully operational until the new equipment has been tested and accepted by the Government. Contractor shall provide a new Public Address System to serve all public and tenant areas with the building. The contractor must also patch and repair all surfaces where new devices and sprinklers have been installed or the existing devices have been removed. Wall types, ceiling types and finishes are noted on the architectural drawings. Install a Government furnished emergency generator and remote radiator. Provide and install auxiliary equipment necessary for the generator to make it fully functional. Refurbish the generator set as noted on the electrical drawings. Including, but not limited to: Installing an autostart control with AC metering; rewiring the generator set for 480 volt output; mounting a voltage regulator and governor controller on the generator set; changing the oil and filters; connecting the generator set to for a 2-hour load bank test; supplying cranking batteries, battery rack, battery cables, and engine; and installing flex coolant hoses. Contractor shall provide and install a new electric heater, wall louvers, exhaust vent, fire rated doors and frame in the existing Mechanical Room G-32. There are two contract options: a. Contract Option #1: Provide and install soundproofing materials in the existing Mechanical Room G-32. b. Contract Option #2: Extend the existing retaining wall, adjacent to the generator radiator location, above grade for sound attenuation. Contract completion time for construction is 120 calendar days from receipt of notice to proceed. The estimated range of this project is between $300,000.00 and $700,000.00. This procurement is unrestricted in accordance with the Small Business Competitiveness Demonstration Program. The North American Industry Classification System code is 238210 with a size standard of $12 million. This is a negotiated procurement. Best value method will be used to determine awardee. Evaluation factor will consist of past performance and price. Proposals will be opened privately. Request of Proposals will be available on or about June 1, 2005. GSA, PBS, Office of Tenant Operations, will no longer mail hardcopies of the solicitation or issue solicitations via the Federal Business Opportunities website, http://www.fedbizopp.gov. The solicitation cited above can only be obtained by accessing a secure website known as the Federal Technical Data Solution (FedTeDS). FedTeDS is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition information. It is fully integrated with other electronic government initiatives such as FedBizOpps and the Central Contractors Registration (CCR) database, and is available for use by all Federal agencies. In order to obtain information from FedTeds, you will first be required to register with CCR. The Central Contractor Registration database is a part of the Business Partner Network, an e-gov initiative, and will be used to validate vendor identity. Effective October 1, 2003, all government contractors must be registered in CCR prior to receiving an award. You may access CCR at the following URL www.bpn.gov. Once you have registered with CCR you will be required to register with FedTeDS. No federal materials can be downloaded until you have registered under both sites. You may access FedTeDS via the following URL https://www.FedTeDS.gov. You will then by required to access the vendor registration form by selecting the hyperlink entitled ?Register with FedTeDS? And then choosing the ?Vendor Registration Form? Hyperlink. At a minimum all vendors must supply the following information: Your Company?s Central Contracting Registration (CCR) Marketing Partner Identification Number (MPIN) (You can get this from you Company?s CCR Point of Contact) Your Company?s DUNS Number or CAGE Code (Contact Dun & Bradstreet at 1-800-333-0505 if you do not have a D&B Number), Your Telephone Number, Your E-Mail Address. Also beginning January 1, 2005, as required by the Federal Acquisition Regulations (FAR) all vendors will be required by to use the Online Representations and Certifications Applications (ORCA) in federal solicitations as a part of the proposal submission process. ORCA is a web-based system that centralizes and standardizes the collection, storage and viewing of many of the FAR required representations and certifications previously found in solicitations. With ORCA, you now have the ability to enter and maintain you representation and certification information, at your convenience, via the Internet at http://orca.bpn.gov. Potential offerrors should refer to the solicitation package regarding instructions involving the use of ORCA. Potential offerors will be responsible for downloading the solicitation and monitoring the FeDTeDS website for amendment(s), if any, to the solicitation. Offer due date and time for receipt of proposals will be July 1, 2005 at 3:00 (Chicago Time).
