Description
REQUEST FOR INFORMATION: In accordance with FAR 10.001, the government is conducting market research to determine whether or not industry possesses sources capable of performing the following requirements for the 72d Air Base Wing, Environmental Management (EM) Division at Tinker AFB, OK. In addition the market research will be used to determine the practices of firms engaged in the services defined below. OVERVIEW: The 72d Air Base Wing, Environment Management Section' mission is to provide basic environmental services for an air logistics center, serving as the program manager for all base environmental matters. Responsible for development and implementation of policies and procedures which ensure base wide compliance with environmental requirements, the conservation of Natural/Cultural Resources, implementation of pollution prevention investments, and completion of restoration actions. Serve as a focal point and spokesperson for environmental matters with regulatory agencies, other governmental units, and civic leaders. Provide all base activities with professional expertise, technical support, and consultation on environmental matters. AIR LOGISTICS CENTER FACILITIES: 5,031 acres (200 are undeveloped) 763 Facilities 23,000 civilian and military personnel 15.3 million sq. ft. of industrial operations 3 Creek Systems 1,800 Air Emission Sources 37 Regulated Underground Storage Tanks 34 Regulated Aboveground Storage Tanks 11 miles of Industrial Wastewater Lines 1 Wastewater Treatment Facility (1.5 million gallons per day) 2 Groundwater Treatment Facilities GWTP (200,000 gallons per day) GWTP (65,000 gallons per day) 40 Restoration Sites Interested parties capable of providing all of the described services are invited to submit a Statement of Capability by 3:00 PM Central Standard Time on 08 July 2005 to Contracting Officer, kelly.benton@tinker.af.mil. A paper copy is optional, and can be mailed to the following address: 72CONS/PKAB Attn: Kelly Benton 7858 5th Street, Suite 1 Tinker AFB, OK 73145 Please include the following: Contractor?s name, mailing address, telephone numbers, fax number(s), email address, DUNS number, CAGE code, and business size (i.e. small, small disadvantage, 8(a), woman-owned, HBCU/MI, veteran-owned, service disabled veteran-owned, or large business). Submissions are limited to 15 pages and should be pertinent and specific in the technical areas under consideration on each of the following qualifications: (1) Experience: Provide an outline of previous projects that contain a thorough discussion of their technical understanding of the major issues relating to all of the major functional areas of environmental management services. Include a summary of similar corporate experiences obtained within the last five years together with contract numbers and applicable government technical points of contact with current telephone numbers; (2) Key Personnel: Provide names, professional qualifications and specific experience involving environmental management services and any other relevant personnel who would perform the services listed. Statements of Capability must address how the contractor (and team members or subcontractors) would perform all of the functions listed. If subcontracting is contemplated, the Capabilities Statement shall contain sufficient information concerning the planned subcontracting arrangement. The applicable North American Industry Classification System (NAICS) code(s) for this requirement are 924110 and 924120. The small business set-aside, if any, has not been determined. Statements of Capability will be evaluated using the following factors: FACTOR 1: Demonstrates knowledge and capability to ensure compliance with environmental permits governing hazardous waste management and water quality. Conduct environmental sampling and monitoring of the base creek systems. Provide technical guidance to base activities concerning all aspects of the handling and storage of hazardous waste. Coordinate disposal of hazardous waste with the Defense Reutilization and Marketing Office (DRMO), and oversee contract operation of the hazardous waste storage facility. Serve as the base manager for the Air Program, Toxic Release Inventory Reporting, Chemical Spills and Contingency Planning, Community Right-to-Know Hazardous Material Reporting, Lead Abatement and Monitoring Program, and the Asbestos Abatement and Monitoring. Provide technical guidance on all environmental compliance programs to organizations base wide to ensure compliance with applicable federal, state, and local laws and regulations. FACTOR 2: Demonstrates knowledge and capability to manage the following environmental programs: Asbestos Program; Lead-Based Paint Program; Polychlorinated Biphenyl (PCB) Program; Drinking Water Program; Environmental Impact Analysis Process (EIAP); Environmental Compliance Assessment and Management Program (ECAMP); Information Management, to include management of GIS, LAN, and ADP systems; Emergency Planning, to include preparation of Facility Response Plan, Risk Management Plan, and Contingency Planning; Air Quality Program, to include remaining current with new regulations, managing air quality projects, manage applicable air permits, manage air quality data collection, manage NESHAP program, manage the Air Emissions Inventory, assess new air emission sources, manage the Title V Permit; Water Quality Program; Storm water Program; Wastewater Management Program; Solid Waste Program; Affirmative Procurement Program; Hazardous Material Program; Hazardous Waste Program; and Natural/Cultural Resources Program. FACTOR 3: Demonstrate knowledge and capability in management of resources to minimize overall costs to the Government and ability in controlling cost of supporting environmental programs while maintaining the collective technical expertise, experience, and educational level of key personnel required to effectively manage the requirements using proper skill mix and skill levels.
