Description
Provide all labor, equipment and materials necessary to accomplish (and ?match? existing Phases I and II re-roofed work) Partial Reroof of Bldg. 70, Phase III; includes removing ballast rock and debris on all building roof areas in Base Bid and Add Alternates. Base Bid: includes an estimated 84,500 sq. ft of roof on the Southwest and Northwest portions of Bldg. 70 as indicated on drawings, installing a new Duro-Last (or equal) energy star rated, white single ply, mechanically fastened roofing membrane with new prefabricated drip edge around entire perimeter ? all to be accomplished within 90 calendar days of receipt of Notice to Proceed. ADD Alternates: #1 Bldg. 70 East Transformer Vault roof, South Transformer Vault roof, and Canopy roof over Mental Health Entrance, estimated at 2300 sq. ft. #2 Bldg. 70 Ambulance Garage roof and Canopy roof of the North walkway, estimated at 10,100 sq. ft. #3 Building #47, estimated at 1,800 sq. ft. of built-up roof, which requires a one-half inch (1/2?) ultra fold foam board be installed over the entire roof before installing new Duro-Last (or equal) material. #4 Building 69, estimated at 14,800 sq. ft. #5 Building #72, estimated at 6,050 sq. ft.. #6 Provide square foot cost for removing and replacing wet insulation as necessary if discovered during the reproofing process. Additional 30 calendar days (to the 90 for Base Bid) will be added if the Government selects any/all Add Alternates. Execute all work so as to interfere as little as possible with normal functioning of Medical Center services; completion period includes final cleanup; contractor to prepare a bar type construction schedule within 5 calendar days of Award/Notice to Proceed. Responsiveness and Responsibility of a submitted proposal will include Duro-Last (or equal) certification as a qualified installer, descriptive literature if providing an Equal product, product warranty period (a minimum 15 years required for labor, materials, and replacement costs of any repair to roof and to any interior damage due to leaks), and a 20% bid guarantee submitted with proposal. All will be submitted in hard copy originals - no facsimile nor electronic proposals will be accepted. Payment and Performance Bonds will be due within 10 days of Award/Notice to Proceed. All work will be performed in accordance with Specifications and Drawings issued as RFP 618-185-05 by Department of Veterans Affairs Medical Center, Minneapolis, MN. Completion of reroof installation will include warranty certification by Duro-Last or Equal certification by other product provider. Documents available in hard copy only on a first-requested basis in writing by U.S. Mail - request on letterhead from Contracting Officer (90C), VA Medical Center, One Veterans Drive, Minneapolis, MN 55417 or by fax to 612-725-2072. A site walk for prospective contractors will be held on July 6, 2005 at 9:00 a.m. local time; meet in Facilities Engineering Service, lower level, Room BR-138. NAICS CODE is 238160 ($12 million average revenues last 3 years); procurement is 100% Small Business Set Aside; a contractor must perform at least 25% of the cost of the contract, not including the cost of materials, with its own employees for this Specialty Trade NAICS code. The magnitude of the project is between $250,000 and $500,000. Specifications and drawings available on or about June 21, 2005 in HARD COPY ONLY (no web-based documents). Offers due July 26, 2005 at 4:30 p.m. local time with no public bid opening. Offers will be evaluated for Best Value to the Government.
