Description
National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG) plans to procure on a sole source basis, services for the Cancer Genetic Markers of Susceptibility (CGEMS) project with Dr. Phillip Lawrence Kraft, 665 Huntington Avenue, Building 2, Boston, MA. 02115. The North American Industry Classification System Code is 541710 and the business size standard is 500 employees. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. To help meet the Challenge Goal of eliminating suffering and death from cancer by 2015, the NCI must capitalize on the extraordinary momentum generated by advances in human genetic research. This procurement will use the latest genomic technologies to perform dense whole genome scans to identify and validate susceptibility genes in the induction and progression of breast and prostate cancer, and clarify gene-gene and gene-environment interactions. Contractor requirements: contractor shall design whole genome searches that use a tiny fraction of the DNA collected from the Prostate, Lung, Colorectal and Ovary screening trial cohort (PLCO) in nested case-control studies of breast cancer, prostate cancer, and colorectal adenomas, with a second-stage replication of positive results in the Harvard University cohorts. This collaborative effort will help ensure that NCI capitalizes on the enormous potential of the Cancer Genetic Markers of Susceptibility Project and the opportunity at hand to lead discovery efforts in cancer genetics. This project is affiliated with the NCI Cancer Genome Anatomy Project (CGAP). Period of Performance: July 15, 2005 ? July 14, 2006. Dr. Phillip Kraft is an assistant professor at the Harvard School of Public Health. He has published articles on association mapping and analysis of high-dimensional genetic data and is a co-author on numerous articles on the molecular epidemiology of cancer. He is an active member of the Statistical Subgroup of the NCI Breast & Prostate Cancer Cohort Consortium and collaborates regularly with NCI principal investigators those who are integral members of the CGEMS team. Dr. Kraft has developed a novel and efficient approach for whole genome scans and has been a central architect of the analysis group. Dr. Phillip Kraft is the only source known to the NCI that can provide the services needed in order to perform the duties required. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 1:00 PM EST June 30, 2005. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
