Description

THE PURPOSE OF THIS AMENDMENT IS TO CANCEL THIS REQUIREMENT ISSUED UNDER THIS REQUEST FOR QUOTE. THIS REQUIREMENT SHALL BE REISSUED AS H92244-05-Q-0051 REVISING THE CLINS INTO TWO (2) PERIODS OF PERFORMANCE WITH TWENTY-TWO (22) STUDENTS IN ATTENDANCE FOR EACH COURSE. BECAUSE THIS RFQ HAS ALREADY CLOSED, IT CANNOT BE AMENDED TO MAKE THE REVISIONS. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Naval Special Warfare Development Group, Virginia Beach, Virginia has a potential requirement to procure the following: CLIN 0001 Advanced Shooting Skills Training During the Period of 29 August 2005 through 1 September 2005 at one-half day intervals for four (4) days for Twenty-Two (22) Students at Naval Special Warfare Development Group, Virginia Beach, Virginia. As a result of this training, students shall become more proficient in combat pistol/rifle shooting skills. Contractor must provide proof that instructor is an internationally recognized pistol and rifle marksman with over twenty (20) years of professional shooting experience. Instructor must be familiar with and read into NSWDG allowing the teaching curriculum and individual shooting drills to tailor directly to the requirements of the command. Instructor must utilize the SigSauer P226 and M-4 weapons, magazine pouches and h-gear during training. Night training shall be conducted during this period. This Request for Quote (RFQ) H92244-05-Q-0040 is anticipated to result in a Firm Fixed Price (FFP) contract. Submit written offers; oral orders shall not be accepted. This combined synopsis/solicitation document and incorporated provisions and clause are those in effect through Federal Acquisition Circular (FAC) 2005-03 effective 11 April 2005. North American Industrial Classification Code (NAICS) is 541990 applies to this procurement. The DPAS rating for this procurement is DO. FBO Point: Destination. The following provisions and clauses apply to this procurement: FAR 52.204-7 Central Contractor Registration (Oct 2003); Vendors must be registered in Central Contractor Registration (CCR) at http://www.ccr.gov prior to award; FAR 52.212-1 Instructions to Offerors Commercial Items (Jan 2005); FAR 52.212-2 Evaluation – Commercial Items (Jan 1999); FAR 52.212-3 Offeror Representations and Certifications – Commercial Items (Mar 2005); FAR 52.212-4 Contract Terms and Conditions – Commercial Items (Oct 2003); FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items (Apr 2005). The following factors shall be used to evaluate offers: Technical Competence, Past Performance and Price. Vendors shall submit Past Performance Information to include Contract Number, Government Agency Name and Point of Contact Information, Nomenclature of Supplies/Services, Unit of Issue, Unit Price and Extended Price. Past Performance Information submitted shall not exceed three (3) fiscal years. In addition, the contractor shall provide their proposed technical approach to satisfying the solicitation requirements. Technical and past performance when combined weighs more heavily than price. However, technical weighs more heavily than past performance. Proposals submitted that Past Performance information shall not be considered for award. FAR 52.212-3 Offeror Representations and Certifications Commercial Items (Jan 2005). An offeror shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision. DFARS 252.212-7000 Offeror Representations and Certifications (Nov 1995). A copy of the Representations and Certifications can be viewed and downloaded at: http://www.arnet.gov/far. DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes for Executive Orders Applicable to Defense Acquisitions of Commercial Items (Jan 2005) shall be completed and submitted with vendor proposal. The Government will award a contract based on best value resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government based upon the evaluation factors above.
