Description
THE LIBRARY OF CONGRESS, MOTION PICTURE, BROADCAST AND RECORDED SOUND(MBRS) DIVISION IS SEEKING A VENDOR TO SUPPLY THE MOTION PICTURE CONSERVATION CENTER, IN DAYTON, OHIO WITH UP TO TWO (2) 16MM/35MM COLOR VIDEO FILM ANALYZER AND ASSOCIATED SUPPORT EQUIPMENT. THE CONTRACT WILL BE EXECUTED IN A SINGLE PHASE, WHICH WHEN COMPLETED RESULT IN THE MANUFACTURE, SHIPMENT, INSTALLATION AND CALIBRATION OF UP TO TWO (2) FULLY FUNCTIONING COLOR FILM ANALYZER CAPABLE OF TIMING/GRADING 16MM AND 35MM FILM ELEMENTS. General Requirements – the following requirements are mandatory unless noted as being optional.//a.All machines will be dual 16mm/35mm motion picture format.//b.All machines will be capable of timing/grading in both color and monochrome formats.//c. All machines will be capable of timing/grading film elements that originate in negative or intermediate form.//d. All machines will be capable of either single-strand or A/B roll time/grading with dual gates or apertures (or similar provision for simultaneous transport and timing/grading of both the A and B rolls).//e. All machines will be motor driven and must allow variable frame-rate viewing with a coherent image to the operator at all speeds.//f.All machines will be natively capable of and configured for both networked timing/grading data distribution and paper tape output for legacy motion picture printing equipment.//g.The on-screen viewing area of the film element being timed/graded must include the entire area of the film frame, plus extend to include the middle of the perforation on each side of the image.//h. Paper tape output format must be compatible, and interoperable, with B&H, Peterson and other 0-50 point light scale printing machine readers.//i.All machines will be capable of accepting and transporting both modern safety film stocks and highly shrunken and fragile nitrate and safety based elements that measure up to 3.0% longitudinal, and a like shrinkage amount across “the web”, without damaging said materials.//j.All machines must be capable of taking up to 2000 foot rolls of motion picture film. (3000' optional desirable)//k. Must be capable of producing both strictly framet-based and foot/frame measuring data.//l. Must be capable of producing both composite RGB/FCC and separate RGB/FCC data sets - either for electronic file or for a paper tape punch.// m.The machines must be capable of properly displaying typical aspect ratios for both silent, sound and widescreen film elements. Specific Requirements///a.Manufacturer must show proof of United States of America-based repair technician and/or facilities available for service of proposed equipment.//b.Manufacturer must supply a complete set of “as-built” documentation including operations and service (maintenance) manuals in English within 180 days of contract award date.///Desirable Options (if applicable to design)://a.Hand cranked transportation of elements through the analyzer is a highly desirable option.//b.Frame store capability (minimum of 100 frames, “unlimited” capability desired) with ability to recall and compare to live images. Export capability of stored images in standard image file formats (JPG, TIFF, BMP, etc.) is desired.//c.Automatic color calibration of system.//d. Support of Super 16mm format.//e.Recommended spare parts kit//f. 2 year service support contract to include a minimum of 2 service calls, plus the shutdown and packaging of the equipment for relocation to the new NAVCC in Culpeper, Virginia. Set up and calibration of the equipment at the new location should also be included.//g.Trade-in allowance, and return packaging and shipping (to factory) of up to two Hollywood Film Company analyzers ( Models 300D and 200D)///Deliverables//A minimum of one, maximum of two, color film analyzers designed, fabricated, shipped and installed at the Dayton, Ohio facility.///Period of Performance: //a.Phase one deliverables are due no later than 180 days after award of contract.
