Description
DESCRIPTION: This is a combined synopsis/solicitation, Solicitation INL508004, from which the Government intends to award firm, fixed price contract for Digital Video Conference System delivered FOB Destination to the U.S. Embassy in Zagreb, Croatia. Offers must include information on past performance, to include recent government contracts and point of contact on contract. Offers must state the standard warranty provisions (warranty must remain in effect at the final destination, Croatia). The offer must provide technical specifications, provide the estimated number of days to deliver, and indicate the availability of final destination in-country (Croatia) servicing and technical support. Additional details of the requirement are as follows: Digital Video Conference System for Court Testimony Five (5) professional-grade digital videoconference (DVC) systems for use in sending and receiving remote testimony and in the protection of key witnesses. These systems must be compatible with already installed system in the Zagreb County Court based on the Sony PCS-1P code and of comparable quality. Each should include the following professional-grade components: - TV monitor (at least 29" diagonal) with speakers and at least 2 independent SCART I/O connectors, - two DVC PTZ cameras (one for witness and one for technician or court room view/panning), both remote controlled, but with possible “locked mode” (in case when witnesses should be protected) - one dynamic microphone and table stand, - DVC communication terminal with remote control, - microphone processor/preamplifier (with EQ and dynamic processing), - audio processor with multi pitch-shift/detune effects, storing of user presets, adjusting of detuning and creating of harmonies and cords - video mixer/processor with video effects (mosaic), adjusting of position, size and pattern - DVD-R recorder with internal HD, - ISDN interface (6xBRI) - ISDN encryption device, - all other necessary cables, connectors, etc., and - rolling cart (except one system, which should be portable in a flight case). The components must have the following capabilities/characteristics: - High quality, point-to-point video-link connection expandable to multi-point, - Connection through 4-6xBRA (ISDN standard with NT and package of additional services), - Picture-in-picture viewing of camera feeds from both courts, - Camera-panning of receiving court controlled by originating court, - Distortion of face and voice on feed from witness camera (requires less sensitive dynamic microphone and local control or “locked” mode of view/panning witness camera), - DVD recording of distorted or raw feed, - PAL (German standard) video system (Not NTSC), and - European standard voltage (240V), and Additional required components: - One additional ISDN encryption device for the already installed system in the Zagreb County Court (total of 6). Installation/Training/Support: The vendor must be capable of providing local installation as well as training in-country of court staff (including creation of a simplified user's manual) and ongoing/ad-hoc technical support in the Croatian language during working hours at local time. (Post can assist vendor in locating experienced local provider with court experience). PROPOSAL SUBMISSION REQUIREMENTS: Offers must include technical information on equipment proposed, details of technical support and servicing available in Croatia, past performance history including points of contact, acknowledgement of all amendments issued, completed FAR 52.212-3 and completed Standard Form 1449. Offers should not be submitted in notebook or binder form as the documents must easily be transmitted electronically (by fax or email) to the selection board. It is the responsibility of the offeror to ensure the offer is submitted in a timely manner and is clearly legible. Offers should be submitted by fax at (202) 776-8686 or email to RocksSM@state.gov by the deadline indicated in this announcement. Offers must include all information requested in this solicitation. DELIVERY TERMS AND CONDITIONS: Delivery will be made to the U.S. Embassy in Zagreb, Croatia. Packaging, packing, and preservation shall be in accordance with best commercial practices to enable shipment to OCONUS destination in Croatia without repacking or incurring damage during shipment and handling. EVALUATION AND AWARD: Award will be made based on best value to the government price and technical quality considered. Determinations of technical quality will be based on the extent to which the proposal demonstrates understanding of the requirement and meets specifications. The successful offeror must register in the U.S. Government’s Central Contractor Registration (CCR). The website to register is www.ccr.gov. APPLICABLE PROVISIONS AND CLAUSES: The following Provisions and Clauses are incorporated by reference: FAR 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-3, Offeror Representations and Certifications Commercial Items; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52.212-5 (checked clauses under FAR 52.212-5(a)(1) are 52.203-6 and 52.225-13), Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. No additional FAR clauses apply. Each offeror must complete and submit with the offer a signed and dated Standard Form 1449 Solicitation/Contract/Order for Commercial Items (complete blocks 17a, 19 - 24, 30 a - 30c) and the clause FAR 52.212-3. The Addendum provision DOSAR 652.225-70, ARAB LEAGUE BOYCOTT OF ISRAEL (AUG 1999) applies to this procurement and is provided in full text below: 652.225-70 ARAB LEAGUE BOYCOTT OF ISRAEL (AUG 1999) (a) Definitions. As used in this provision: Foreign person means any person other than a United States person as defined below. United States person means any United States resident or national (other than an individual resident outside the United States and employed by other than a United States person), any domestic concern (including any permanent domestic establishment of any foreign concern), and any foreign subsidiary or affiliate (including any permanent foreign establishment) of any domestic concern which is controlled in fact by such domestic concern, as provided under the Export Administration Act of 1979, as amended. (b) Certification. By submitting this offer, the offeror certifies that it is not: (1) Taking or knowingly agreeing to take any action, with respect to the boycott of Israel by Arab League countries, which Section 8(a) of the Export Administration Act of 1979, as amended (50 U.S.C. 2407(a)) prohibits a United States person from taking; or, (2) Discriminating in the award of subcontracts on the basis of religion.
