- RADAR CROSS SECTION SYSTEM 4000 UPGRADE The solicitation number is FA8601-05-R-0052. This is a Sole Source procurement, synopsis published for informational purposes only. Solicitation documents are not available. The proposed contract is for a commodity for which the government intends to solicit and negotiate with only one source under the authority of FAR 13.501 and 6.302-1(a)(2)(ii). The proposed source is Aeroflex Powell Inc. The description is as follows: RCS System 4000 Upgrade, including software, RF time gating unit, PNA, installation and integration. The government anticipates a sole source award to Aeroflex Powell Inc. because the upgrade is to an existing Aeroflex Powell (previously Lintek) system and proprietary information is required to integrate the system. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
