Description
This Request for Information is market research in support of a potential OMB Circular A-76 study to convert approximately 4 Full Time Equivalent (FTE) positions. The United States Air Force, Nellis AFB NV, seeks firms interested in providing quarterly magazine publishing services for the USAF Weapons School. The contractor would be responsible for planning, developing, producing, and distributing dynamic and timely classified and unclassified information to the combat forces through the quarterly recurring periodical of the USAF Weapons Review (WR) Magazine. This publication represents the Combat Air Force (CAF) through the printed word in the employment of combat tactics and weapons. Services include editing, production and design management, and art direction, with specific duties including: · Screen incoming articles for publication and edit. · Work with Editor to set production milestones. · Determine layout, artwork, editing required. · Correspond with authors in field. · Compose artwork, line drawings for articles. · Compose calligraphy for all sections when needed. · Type all articles (draft/final) for WR. · Perform all administrative work needed for office. · File Plan model for WS. · Change and print labels, (AF Form 12s and Form 310s for CLASSIFIED issues) for distribution of mailing of the WR. · Stuff envelopes for distribution and take magazine to bulk mailing. Supervise wrapping and distribution of the CLASSIFIED magazine. · Perform typing for different magazine sections. · Frame and mat pictures for Commandant, Division Commanders, and VIP presentations. Design and make up magazine; produce major and ancillary art. · Work with the Editor in the design/layout of articles. · Work with the PageMaker program to layout magazine. · Coordinate with Editor for artwork to be used in the magazine. · Cover lead-in artwork for articles and technical illustrations. · Other art projects in support of the Weapons School. · Work with the PageMaker program. This periodical publishes both unclassified (approximately 3,600 copies per issue) and classified (approximately 675 copies per issue) issues. As such, the contractor must possess adequate security clearance to have access to information published in this magazine. Interested parties having the resources and capabilities necessary to perform the stated requirements are invited to provide a company capability statement that clearly demonstrates their ability to fulfill such requirements. The Government requests that interested parties submit commercial market and company information via e-mail to Captain David Huber, Contracting Officer, 99 CONS/LGCC. The e-mail address is david.huber@nellis.af.mil. Responses should be no longer than 15 pages in length and, at a minimum, address the following: 1. Company Name, business size (e.g., 8(a), Service Disabled Veteran Owned, Woman Owned, etc.), business address, and point of contact information (name, phone, e-mail, etc.) 2. Description of corporate capability, to include magazines published and other publishing capabilities (please include publication frequency, number of pages, number of subscribers, etc.) 3. Description of security clearances held and/or ability to obtain security clearances for contract performance 4. Description of your understanding of the USAF Weapons School, its mission, and its target audience 5. Description of best practices to ensure quality publishing processes and documents 6. If possible, provide a rough order of magnitude of annual cost to perform the services listed above to publish a magazine of this size and frequency.
