Description
Request for Information – RFI BLS-05-23 The Bureau of Labor Statistics (BLS) is seeking information from industry relating to its need for a Continuity of Operations Plan and Emergency Management Notification System.This notice is a Request for Information (RFI) from interested vendors who are able to satisfy the requirements detailed in the description below. BLS does not intend to award a contract on the basis of this RFI or to otherwise pay for information received in response to this request. This RFI is being issued for information and planning purposes only and does not constitute a solicitation. The information contained in this RFI is based on the best and most current information available to date, is subject to change and is not binding on the Government. Requirements for a Continuity of Operations Plan (COOP) and Emergency Management Notification System (1) System database should be maintained off-site at a secure location at least 50 miles from the Postal Square Building and should be accessible from all relocation sites. (Atlanta Regional Office, Philadelphia Regional Office, Frances Perkins Building). (2) System should be able to be activated by phone, email, or fax by the Commissioner, Deputy Commissioner, or any other specifically designated person (authorization and password protection required) from any location, not limited to the relocation sites, through the Internet or phone. (3) System should be able to call a minimum of three phone numbers (work, cell, and home numbers) for a minimum of 300 BLS staff. (4) System should be able to send a message to a minimum of two e-mail addresses (one work email and one personal email) for a minimum of 300 BLS staff. (5) System should have an updatable database that can be initially populated using existing BLS software such as Microsoft Excel. (6) System should permit the organization of contact information into multiple workable groupings. The system should also allow the delivery of a variety of different messages to these specified groups within the contact list. (e.g. Emergency preparedness staff versus COOP staff, or management, etc.) (7) Each critical staff member should be able to remotely update their own contact information. The system should prompt users regularly to review and update this contact information. The system should also notify an authorized BLS staff member when a user fails to respond to these prompts. (8) The system should allow for an administrator who can view and update the entire system, and allow for additional authorized users with designated permissions and password protection who may view and update only portions of the system (according to groups). (9) Authorized BLS staff should be able to record and to modify messages and groups at any time and from any location. During use, authorized staff should be able to choose from different messages depending on the circumstances or be able to set the message at that time. (10) System should be able to track message receipt for all critical staff being contacted. (11) Critical staff should be able to respond to messages if necessary. (Sample responses: unable to report for COOP, able to report in 24 hours, able to report in 48 hours, etc.) (12) System is needed to be up and running within two to three months of procurement. (13) Database must be maintained in accordance with federally mandated system and physical security requirements for personal information. Data files must be encrypted and stored in accordance with the Privacy Act considerations. System should have been through at least one external security audit to ensure these requirements are met. (14) System should be effectively backed-up. (15) Notifications should be 508 compliant. (16) Phone message notification and email message notification should be completed within 2 hours of activation. (17) The BLS should be able to add or delete critical staff members and groups at any time. (It is understood that expansion of the database may require additional cost to the BLS.) Respondents are requested to offer comments regarding the requirements as stated above, level of detail, completeness, consistency with industry best practices, suitability for achieving stated objectives, any areas that have been left out and should be considered, and potential cost of the system. Limit responses to no more than 10 pages. The page limit does not include the cover letter. THERE IS NO SOLICITATION AT THIS TIME. BLS reserves the right to conduct oral capabilities demonstrations/discussions that may be scheduled at a later date.
