Description
SOURCES SOUGHT FOR STATEMENTS OF CAPABILITY. The Office of International Development Centers (IDC). This announcement will serve as notice that the National Nuclear Security Administration (NNSA)) Office of The Nuclear Cities Initiative (NCI) is part of the Global Initiatives for Proliferation Prevention (GIPP) program, is NA-242, of the U.S. Department of Energy’s National Nuclear Security Administration is seeking Small Business Concerns for a potential acquisition which is a follow-on to an existing contract. NNSA is currently requesting Statements of Capability Capabilities from qualified sources and no proposals are being solicited at this time. NCI advances U.S. nonproliferation objectives by assisting Russia in downsizing its WMD complexes through infrastructure and worker transition activities that create civilian opportunities for the displaced workforce. The U.S. has a strong nonproliferation interest to assist Russia with its WMD complex downsizing plans. NCI has developed and implemented strategies that lead to economic diversification of the nuclear cities. and alternative employment opportunities for displaced weapons scientists, engineers and other workers. One of the first strategies implemented was the planning, opening and operation of International Development Centers (IDC). They offer training and various business support services, providing essential business infrastructure for economic diversification and worker transition in the closed nuclear cities of Russia. The estimated value of this procurement for 5 years (NOT TO EXCEED) is under $5.0 Million. The NAICS code is 928120 or SIC: 8699, size standard of $6.0 Million as defined in FAR 19.101. The Draft Statement of Work (DSOW) is posted as Attachment 1. Interested concerns must be able to demonstrate their experience in developing scenarios, preparing the exercise materials and conducting the exercises. A statement of capability statement of capability should be submitted no later than close of business 01 July 2005 by those interested firms to the Industry Interactive Procurement System (IIPS) located at http://e-center.doe.gov. All Statements of Capability must include company name, mailing address, and company size. Information submitted in the statement of capability statements of capability should be pertinent and specific to the task areas under consideration. Interested parties should include the these following qualifications: (1) Experience: An outline of previous projects , specific work previously performed or being performed;, and any in-house research and development efforts; and, (2) Personnel: Name, professional qualifications and specific experience of scientists, engineers and technical personnel who may be assigned program manager and/or analysts. The Statement Statements of Capability will be limited to 15 pages in addition to resumes and pertinent samples of documentation (i.e. scenario development, field testing and analysis), the latter not to exceed 10 pages.
