Description
This is a pre solicitation notice to all potential contractors. The John F. Kennedy Center for the Performing Arts (JFKC), located in Washington DC, plans to solicit for one Construction Management (CM) firm to serve in the capacity of a CM at Risk. The CM is responsible in providing professional management and construction services during the design phase and construction phase of the project. The CM at Risk will be a member of the Project Team consisting of representatives of the JFKC, the Architect/Engineer and other consultants. In general, it will be the responsibility of the CM at Risk to integrate the design and construction phases, utilizing their expert skill and knowledge of general contracting to develop schedules, prepare project construction estimates, study labor conditions, perform site investigations, and perform other similar tasks to contribute to the development of the project during the pre-construction/design phase. The applicable North American Industry Classification System (NAICS) Code is 236220, Commercial Institutional Building Construction. The Size Standard is $28.5M. Currently the estimated time for completion is estimated to be approximately 307 calendar days. In the future, the published solicitation will state the period of performance time. The solicitation is planned to be published electronically on or about mid July 2005. The anticipated award date for this CM at Risk project is planned on or about mid October 2005. The performance period completion date is planned to be approximately January 31, 2008. The entire solicitation will be available for viewing and downloading at http://www.fedbizopps.gov. During the construction phase, the CM at Risk will be responsible for construction of the project under the Guaranteed Maximum Price inclusive of all construction services therein. The CM at Risk will utilize all labor, material, equipment, supervision, and transportation to renovate the 1,142-seat Eisenhower Theater, the smallest of the three major performance spaces at the JFKC. The purpose of the renovation is to bring the Eisenhower Theater into compliance with ADA and life safety codes, fix operational problems, and improve the appearance of the theater. The Eisenhower Theater is located in the north block of the JFKC on the Foyer (40’) level, east of the Grand Foyer and north of the Hall of States. The backstage of the theater is located adjacent to the Family Theater, now under construction, and the entrance to the Executive Offices. The Eisenhower Theater dressing rooms, located on the A (27’) level below the Eisenhower Theater is included in this renovation project. The project is located in a theater environment that is also a presidential monument and living memorial . There are approximately 500 staff members, and the facility attracts over four million visitors and patrons each year with performances and other events. The JFKC is in operation 364 days a year from approximately 7a.m. to 1a.m. each day. Building operations and programs will continue while the Eisenhower Theater is being renovated. Therefore, scheduling must be well coordinated with the Project Manager. The architect-engineering firm is on contract for the Eisenhower Theatre and will remain contracted directly with the JFKC for the duration of the project. Proposals will be evaluated using the source selection procedures contained in the Request for Proposal (RFP), and award will be based upon the Best Value to the Government, with price and technical factors having equal importance. The Technical Factors to be addressed are: Technical Qualifications, Previous experience in similar projects (emphasis in theater renovations and work in occupied buildings), Management Approach, Key Personnel, Past Performance, Apprenticeship Program. A pre-proposal site visit is anticipated, the date and time will be in the solicitation published electronically for release in mid July. Solicitations will not be mailed.
