Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Experimental Carcinogenesis (LEC) plans to enter into a sole source procurement for 5 licenses of Image Pro Plus v5.1 and 3D Constructor v5.1 from Media Cybernetics, Inc., 8484 Georgia Avenue, Silver Spring, MD 20910. The North American Industry Classification System Code is 511210 and the business size standard is $21M. This acquisition will be processed under FAR Part 12 – Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. Several program areas in the CCR including the Confocal Core Facility require the Image Pro Plus v.5.1 and the 3D Constructor v5.1 software for their research. This software allows investigators the ability of image processing for surface/volume rendering and measurements of digital images from a wide range of biological specimens. This allows them to acquire the unique volume measurements and other data needed for their confocal research projects. This software is unique in its ability to: 1) automatically measuring the center point of an object and then measuring distances between several center points with one click. The researcher can add angle measurements, an outline of an object crossed by a plane, measure perpendicular distance between a point and a line and can extract points from lines or polylines; 2) Image Pro Plus has unique 2D capabilities such as watershedding, sorting, multiple ROIs, registration (alignment of images), tracking, line profiles, and surface plots; 3) Image Pro Plus and 3D Constructor provide unique volume measurements that are unavailable with other software such as center x, y, or z; box volume; box ratio; volume fraction; sphericity; auto sort into classes; Feret (max, min and ratio); alpha angle; gamma angle; surface deviation of normal vectors on surface; 4) Macros that can be recorded and saved for future analyses in Image Pro Plus and there’s no need to purchase additional software such as Matlab. In addition, no previous experience in writing script is needed. Several macros available for free download from the Image Pro Plus website; and 5) Image Pro Plus can perform three dimensional co-localization of multiple fluorophores. Media Cybernetics, Inc is the only source known to the NCI researcher that has a software package that provides the aforementioned unique features that are required for their research. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow the NCI researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office by 2:00 pm EDT, on June 27, 2005. Faxed and emailed capability statements are NOT authorized. It is the vendor’s responsibility to call (301) 402-4509 and verify that questions were received. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
