- This project is being solicited as a 100 percent Service-Disabled Veteran-Owned Small Business set-aside. The North American Industry Classification System (NAICS) code is 238210 – Electrical Contractors. The small business size standard is $12.0 million. There is no requirement that small business firms have NAICS Code 238210 approved by the SBA for use in their business plans. The scope of work is to provide all labor, material, equipment and incidentals required to install new 6 inch PVC pipe conduit 2 feet underground for fiber optic cables from building 1008 to building 1011 approximately 600 LF at Naval Magazine, COMNAVMARIANAS Main Base, Guam. Remove and dispose of existing PVC conduits. The work includes installation of stainless steel NEMA 3R pull boxes at each end of the buildings and equipment secured to metal wall. Provide required bonding/grounding for new pull boxes, conduits or for any existing that may be damaged during excavation. Install aluminum conduit and flexible conduits from pull boxes to equipment for fiber optic cables (to be installed by others) and from existing electrical safety switch to equipment. All pipe joints shall be watertight and pull-boxes weather-tight. Repair disturbed concrete, asphalt and ground surfaces. The performance period is 90 calendar days from the date of award. The estimated price range for this project is between $25,000.00 to $100,000.00. The electronic solicitation package will be available on-line for release to the general public on or about July 2, 2005; it will be available for download the E-Solicitation website at http://esol.navfac.navy.mil. Proposals will be due on or about July 18, 2005 at NAVFAC Marianas at the time specified in the solicitation. All prospective offerors and plan holders must register on E-Solicitation in order to receive a copy of the solicitation and view the Planholder’s list. The official Planholder’s list will be maintained on and can be printed from the website. The Government will NOT provide this information. Notification of any amendments to the solicitation will only be made on the website for any posted changes. It is the sole responsibility of the offeror to continually view the website for any amendments issued to the solicitation. In addition, you MUST be registered in the Central Contractor Registration (CCR), available via the Internet World Wide Web at http://www.ccr.gov/, prior to receiving any NAVFAC Marianas Contract Award.
