Description
Description The Department of the Navy, Strategic Systems Programs, is interested in receiving proposals for long-range science and technology research projects which offer potential for advancement and improvement of naval operations. This notice constitutes SSP’s Broad Agency Announcement (BAA) as contemplated in FAR 6.102(d)(2). No Request for Proposal (RFP), solicitation or other announcement of this opportunity will be made. White papers are due 11 July 2005 and full proposals are due 15 August 2005. Awards will take the form of contracts. This solicitation is restricted to Historically Black Colleges and Universities/Minority Institutions (HBCU/MI). The entire BAA can be viewed and printed from the Navy Electronic Commerce On-line (NECO) web page at www.neco.navy.mil. Offerers must state in their white paper (preferably on the cover page) which research opportunity is discussed within the white paper. Award decisions will be based on a competitive selection of proposals resulting from a scientific/technical review. Evaluations will be conducted using the following evaluation criteria: (a) importance to agency programs; (b) understanding of the problem; (c) technical approach; (d) payoff; (e) personnel; and (f) cost.
