- The Naval Air Warfare Center-Aircraft Division (NAWCAD), Special Communications Requirements (SCR) Division, St. Inigoes, MD, intends to award a Sole Source, Firm-Fixed Price Contract to Orbit International Corporation (OIC), 80 Cabot CT, Hauppauge, NY 11788-8377, for the procurement of LS-654 Color Liquid Crystal Display Based Console Intercommunications Unit with AC Power Supply, P/N: 60237-3. This equipment will provide DDG 51 Class ships with equipment necessary to meet operational requirements during secured operations in support of the Global Command Control System ? Maritime System. The required equipment, currently utilized onboard DDG-51 Class ships, is manufactured by Orbit International Corporation. This procurement will allow for identical system configuration on board all ships as well as maintain compatibility with existing program equipment and will satisfy the Government?s need for intended application. Any deviation in the form, fit and function of the required supplies will result in impaired communications capabilities thereby compromising the integrity of the system. The OIC LS-654 has been Grade B Shock Tested along with the GCCS-M 3.X Data Base Manager and has successfully passed all sponsor requirements. Additionally, it is capable of being mounted on top the GCCS-M DBM Console. Other characteristics of the required LS-654 are: 1) Enables console operator to communicate with another CIU or central switching unit in interphone, network, radio telephone, or conference modes, 2) Capable of simultaneously connecting a maximum of 64 conference calls or stations in the conference mode; 3) Fully militarized components and construction; 4) Vibration, Shock, humidity control and drip proof in accordance with military standards, 5) TEMPEST Certified by the U. S. Navy. Solicitation Number N00421-05-R-0121 will be released under other than full and open competition in accordance with Federal Acquisition Regulation (FAR) 6.302-1. This action is set aside for small business. The North American Industry Classification Systems (NAICS) code for this requirement is 334290, ?Other Communications Equipment Manufacturing? with a size standard of 750 employees. This synopsis is for informational purposes only. Release of the solicitation is anticipated on 27 June 2005. The solicitation will appear on the Naval Air Systems Command Home Page at http://www.navair.navy.mil. Award is anticipated by 11 July 2005. Contract is to be FOB Destination to Receiving Officer, NAWCAD, Building 8115, Villa Road, St. Inigoes, MD 20684-0010, and shall be Marked For (M/F) as specified. Inspection and acceptance shall be made at destination. Parties may identify interest and capability to respond to the requirement and request notification that the solicitation has been posted to the NAVAIR Home Page by contacting Rosa Harding via e-mail at the address cited below. This procurement is being contracted on the basis of ?other than full and open competition? pursuant to the authority of FAR 6.302-1 (only one responsible source and no other goods or services will satisfy agency requirements). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Government will not pay for any information received. A determination by the Government not to compete this procurement action based upon responses to this notice is solely within the discretion of the Government.
