Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information contained in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. FAR Part 35 also applies as this requirement is for a Research Study. The New Mexico Veterans Administration Health Care System (NMVAHCS), 1501 San Pedro Blvd SE, Albuquerque, NM 87108, is soliciting for a sole source delivery order to provide NYMOX Nicalert Urine Screen strips in support of Cooperative Studies Program (CSP) Research # 519 for the VA Cooperative Studies Program, 2401 Centre Ave SE, Albuquerque, NM 87106-4180. This announcement constitutes the only solicitation as a Request for Proposal (RFP). A written solicitation WILL NOT be issued. The RFP 501-0042-05 number should be referenced on all proposals. The VA intends a sole source request to award a Firm Fixed Price Definite Quantity Delivery Requirements Order for NYMOX NicAlert Urine Screen Strips Manufactured by NYMOX. The Cooperative Studies Program is purchasing NYMOX NicAlert Urine Screens for CSP#519 which is an Integrating Clinical Practice Guidelines for Smoking Cessation into Mental Health Care for Veterans with Posttraumatic Stress Disorder for a study protocol dated June 1, 2004. The prospective awardee will deliver the requirements in accordance with all terms, conditions and provisions of this combined synopsis/solicitation for a two year period. It is critical to comply with the delivery dates stated herein. The issue date of this combine synopsis/solicitation will be June 14, 2005. There will be two (2) line items for this request. Description: The NicAlert test is intended for in vitro diagnostic professional use for the semi-quantitative determination of cotinine in urine for the purpose of determining if an individual has been exposed to tobacco products such as cigarettes, pipes, or chewing tobacco within the past 48 hours. If an individual has been exposed to second hand smoke, the NicAlert can identify levels depending on the exposure. The technology that is used in the NicAlert test strip involves the immunochromatographic assay. This assay uses monoclonal antibody-coated gold particles and a series of avidity traps that allow quantification. The sample collection end of the strip contains gold particles coated with monoclonal antibodies to cotinine, a relatively long-lived metabolite of nicotine. The distance the gold migrates on the strip is shown by a clear color change and provides an accurate measure of the amount of cotinine in the sample. The positive and negative controls are human urine-based liquid and are ready to use when taken out of their packaging. The estimated requirement is for approximately 4500 strips delivered over a two year period.
