Description
This synopsis is a notice of intent to negotiate a sole source award notice for commercial services. The Seattle District US Army Corps of Engineers intends to award a commercial service firm fixed price contract on a sole-source basis to crab biolog ist Dr. Eileen Visser of Perkins Point Consulting 14 Spring Street, Potsdam, NY 13676 to conduct Grays Harbor juvenile crab production monitoring in Grays Harbor, Washington. Th ere is no plan to issue a formal solicitation for this project; however, interested vendors may contact Scott Britt at scott.w.britt@usace.army.mil for an electronic copy of the Statement of Work. The synopsis period ends at 10:00 AM June 17 to facilitate the timely award of the contract. PROJECT DESCRIPTION: The need to mitigate for Dungeness crab losses because of dredge entrainment in Grays Harbor arose in the late 1980's when Seattle District proposed the widening and deepening of the Federal navigation channel. Studies show that incre asing juvenile crab shelter habitat by creating shell plots increases the survival of decapod crustaceans. This contract will procure crab production monitoring and study services for a base and two option periods. The purpose of the study is to: (1) mon itor Grays Harbor, Washington Dungeness crab production during 2005, with two option periods for 2006 and 2007, respectively, in order to evaluate progress towards crab production goals; (2) continue to investigate ways of improving the productivity of exi sting shell plots; and (3) recommend sites for shell placement in 2006. There is a third option item for the development and implementation of a spat seeding test involving obtaining juvenile oysters (spat) from a permitted Washington State source and the distribution of the spat to test the ability of the shell plots to become self sustaining. Monitoring juvenile Dungeness crab productivity in Grays Harbor requires several tasks, including devising a sampling plan; identifying and preparing the experimen tal plots; sampling and collection of data; analysis of the data; preparation of a monitoring report and the submission of all deliverables. The provision of specific technical expertise necessary to prepare an experimental plan, guide the field effort, a nd analyze the data requires an expert intimately familiar with crab biology and the Grays Harbor, Washington area. Performing this work, the contractor shall make extensive use of existing government-provided information, current scientific literature, p revious identical studies, and existing knowledge, analytical ability, professional judgment and involvement of contractors and sub-contractors. The contractor shall complete the performance of the specific tasks outlined in the project Statement of Work. All data, principles, theories and reports developed under this scope of work shall become property of the Government of the United States.
