Description
FY05 MCA PN 52263 Design-Build Whole Barracks Renewal, Phase 4B2, Quad E, Schofield Barracks, Oahu, Hawaii is to renovate existing Buildings 550 and 551 of Quad E to obtain an improved Brigade Complex. Building 550 renovation is to provide company o perations facilities (COFS) and Battalion Headquarters functions. Building 551 renovation is to provide unaccompanied enlisted personnel housing (UEPH). Supporting facilities include electrical service, fire protection and fire alarm systems, paving, walk s, curbs and gutters, storm drainage, information systems, anti-terrorism force protection, and site improvements. The estimated cost of the proposed project is between $25 Million and $100 Million. The US Army Honolulu District will utilize Lowest Price Technically Acceptable (LPTA) in the source selection process. Selection will be based upon evaluation factors which may include (a) past performance, (b) experience, (c) Small Business Program and (d) price. This is an unrestricted procurement utilizin g Electronic Contract Solicitation Management System (ECSMS). Traditional hard copies of plans and specifications will NOT be available for this project. Solicitation plans and specifications will be made available for viewing and/or downloading via the Honolulu District Contracting Website: http://www.poh.usace.army.mil/pohct/contracting.asp on or about July 1, 2005. Solicitation documents will NOT be issued on CD ROM format unless the Government determines that it is necessary. If the Government determines that issuance of the initial solici tation on CD ROM is necessary, the CD ROM will be provided at no cost to self-registered contractors at the website mentioned above. However, the Government reserves the right to issue follow-on amendments to the solicitation on the website. It is therefo re the Contractors responsibility to check the US Army Honolulu District Contracting Website daily for any posted changes to the solicitation. All offerors are encouraged to visit the Armys Single Face to Industry Website at: https://acquisition.army.mi l/asfi to view other business opportunities. Offerors should register themselves on the Honolulu District Contracting Website to view/download a copy of this solicitation. Offerors must be registered with the Central Contractor Registration (CCR) in order to receive a Government contract award. To register, the CCR Internet address is: http://www.ccr.gov. Small, small disadvantaged and women-owned small business concerns are encouraged to participate as prime contractors or as members of joint ventures with other small businesses, and all interested contractors are reminded that the successful contractor will be expected to place subcontracts to the maximum practicable extent with small, small disadvantaged and women-owned small business concerns in accordan ce with the provisions of Public Law 95-507.
