Description
This announcement constitutes a sources sought synopsis for purposes of conducting market research. The Government intends to establish a new contract under sole source procurement procedures with the OEM for the procurement to modify the Minuteman III (MM III) Propulsion System Rocket Engine (PSRE) Test Set (MPTS)-1 in order to integrate the MPTS-1 into building 1833 at Hill AFB, Utah. This modification is required to support the MM III PSRE Aging Surveillance Program. The modification required to integrate the MPTS-1 into building 1833 would involve: (1) the modification of the MPTS-1 test software to provide aging surveillance testing for multiple PSREs and component set-ups, (2) the design and manufacture of a new cable assembly to connect the MPTS-1 to building 1833, and (3) the design and manufacture of hardware items (a distribution panel and more cable assemblies) to interface the MPTS-1 to the PSREs and components under test. The Air Force is in the process of preparing a Justification and Approval document to gain the required approval to issue a sole source request for proposal to the OEM, ATTI Authority: 10 U.S.C. 2304 (C) (1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Subject to the Government?s consideration, a viable source, not already qualified to provide the requisite services, should submit a concise and program specific response presenting sufficient information to substantiate that they have (1) the necessary knowledge and understanding of the requirements; 2) employees with satisfactory qualifications; and 3) appropriate experience with the MPTS-1 to be able to conduct these services required without technical, schedule or cost risk to the 526th ICBMSW prior to contract award. A Determination by the Government not to proceed with a sole source procurement for the proposed contract action will be based upon responses and information received to this announcement and will be considered solely for the purpose of determining whether to conduct a sole source procurement.
