Description
The 47th Contracting Squadron at Laughlin Air Force Base, Texas will be requesting proposals for the renovation/repair of student pilot officers quarters (UOQ), buildings 448, 449 and 450. Building 448 is the mechanical room that supports both buildings. Bldg 448 and 449 will be listed as one project; building 450 is considered a separate project and will be included as an option line item in resultant solicitation in case funding is not available for both projects. The performance area is on Laughlin AFB. The proposed contract will include updating the existing HVAC systems in building 449 and 450 and upgrading the fire alarm system. Repair work also includes installing new carpet and vinyl linoleum, painting walls, replacing ceramic tile and fixtures in the bathrooms. Install one new chilled water pump in building 448 as well as other miscellaneous valves to operate the HVAC system. The magnitude of this requirement is between $5,000,000.00 and $10,000,000.00. The North American Industry Classification System (NAICS) code is 236118 and size standard is $28,500,000.00. This negotiated procurement will be accomplished by the Best Value Source Selection Method Performance Price Tradeoff (PPT) under 8(a) competition procedures. Competition is restricted to Texas 8(a) firms. Evaluations of each proposal will be accomplished utilizing the submitted (a) technical proposal, (b) price proposal, and (c) past performance. The Solicitation package will be issued in the form of a Request for Proposal (RFP) and will be available for downloading from the Internet on the Federal Business Opportunities (Fed Biz Opps) Website at address: www.eps.gov on or about 05 July 2005. No hard copies will be provided. The closing date is tentatively scheduled for on or about 5 Aug 2005. All interested parties must be registered in the Central Contractor Registration (CCr) database prior to award of a Government contract and must have complied with the VETS 100 reporting requirement. Offerors are further advised that failure to register in the CCR database will render your firm ineligible for award. CCR can be obtained by calling 1-888-227-2423 or through the Internet address: www.ccr.gov. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. All responsible 8(a) sources within the restricted area may submit a proposal that shall be considered by this Agency. Prospective offers interested in submitting a proposal on this solicitation must have a commercial and government entity code (CAGE CODE).
