Description

The Government intends to award a contract for installation of Direct Digital Controls/Energy Management Control System to four facilities at Beale AFB, California as a direct award to Siemens Building Technologies, Inc. The contractor will provide all management, tools, supplies, equipment and labor. This solicitation is a sole source award under FAR 6.302-1. Siemens has been the current contractor for the DDC/EMCS system at Beale AFB since 21 March 2003. Market research has established Siemens as the only known capable company, which can provide building automation to fulfill the Beale AFB requirement. The DDC at Beale AFB is an Apogee Insight system manufactured solely by Siemens Building Technologies, Inc. Siemens has no authorized distributors. Beale AFB currently has 60 facilities, with 22,000 points and 80-field panels on-line with this system. The Apogee Insight system (hardware and software is proprietary in nature). In order to maintain coordinated system growth, consistency and lower training costs, all DDC support system procurement must be Apogee Insight. This requirement is part of that upgrade. Therefore, it is not in the government?s best interest to introduce a potentially new contractor during this transition. A new contractor could result in untimely delays of service and potential man-hours lost in training. The North American Industry Classification System (NAICS) code is 334512. The small business standard is 500 employees. The entire solicitation will be released as ?other than full and open? solely on the Electronic Posting System (EPS), www.eps.gov, (paper copies will not be available). This award is based on the availability of funds before September 30, 2005.
