Description

VA VISN 22 Network Business Center intends to negotiate a commercial (FAR Part 12) sole source contract with San Diego Surgical Support under the authority of 41 U.S.C. 253(c)(1), under the provisions of Federal Acquisition Regulation (FAR) 6.302-1 and in accordance with Federal Acquisition Regulation (FAR) 6.303. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-04. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition has been prepared in support of this acquisition. This procurement is to obtain short-notice location, pickup, delivery, and return of scarce instruments, equipment, and/or medical supplies to support surgical procedures for which the case-specific instruments, equipment, and/or supplies are not located at VA San Diego Healthcare system and must, therefore be borrowed from healthcare facilities in the local area. This service requires established agreements between the contracto and various San Diego area hospitals; only San Diego Surgical Support holds exclusive agreements with area hospitals for this purpose. Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All proposals received by 4:00 P.M. Pacific Daylight Time, June 24, 2005, will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
