Description
Sources Sought for study to increase the sample size available for estimating the abundance of Hawaiian false killer whales, and other small odontocetes as well as examining inter-island movements and stock structure with field efforts off the inlands of Kauai and Ni'ihau. Background: The Hawaiian stock of false killer whales is currently considered strategic under the Marine Mammal Protection Act, as takes in the Hawaiian long-line fishery exceed the calculated Potential Biological Removal level. Two population estimates currently exist from Hawaiian waters, one for the entire EEZ (268 individuals with a CV of 1.08), and one for the waters around the main Hawaiian (121 individuals with a CV of 0.47). Efforts are currently underway to estimate population size and examine stock structure (e.g., inter-island movements) around the main Hawaiian Islands, using mark-recapture analyses of individuals photographically identified from 2000 through 2004. As false killer whales are infrequently encountered, sample sizes for existing mark-recapture analyses are small, and individuals have not been photographically identified off all of the main Hawaiian Islands (animals have been primarily photographed off Oahu and east to Hawaii). This is a simplified acquisition. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
