Description
The United States Agency for International Development (USAID) has a requirement for Economic Growth, Agriculture, and Trade international activities. The resulting suite of contracts will be called Global, Business, Trade, and Investment II (GBTI II). The USAID Bureau for Economic Growth and Trade (EGAT) is dedicated to reducing poverty and promoting prosperity in developing and transition countries. EGAT is the USAID operational unit with a mandate to address development issues in economic growth, agriculture and trade in the developing world. Economic Growth (EG) is an office within EGAT, mandated to assist USAID field offices to develop and implement economic growth programs. EGATs goals are to raise incomes, end hunger, protect the environment, and equip institutions and people with the knowledge and skills to build equitable and sustainable economies and societies. USAIDs primary program objectives focus on devising and implementing robust strategies to promote real economic growth, reduce poverty, graduate transitional countries from aid to trade, promote open and competitive markets, develop the private sector, and expand and mobilize private financing sources to supplement and eventually replace development assistance. Contractors shall be expected to provide a full range of services to USAID Missions and to USAID/Washington in substantially all major areas of business, trade and investment development and reform. USAID intends on awarding several Indefinite Quantity Contracts (IQCs) through an unrestricted and restricted (small-business set-aside) best-value competition. The IQCs will have an ordering period of 5 years. USAID anticipates issuing the solicitation on or about July 20, 2005 with an estimated response date of August 22, 2005. For solicitation number M-OAA-EGAT-EMD-05-1529 proposals will be accepted from all responsible sources. For solicitation M-OAA-EGAT-EMD-05-1534 proposals will only be accepted from small businesses. A small business is not limited to submitting a proposal under both solicitations but only one award will be made. Awards to small businesses, made under the unrestricted solicitation, will not have small-business set-aside status when task orders are issued under the resulting contracts. Both solicitations will be available on or after July 20, 2005 and will be posted solely on www.fedbizopps.gov. No hard copies of the solicitations will be mailed. The North American Industrial Classification System (NAICS) Code for this procurement is 541990 with a small business size standard of $6 million. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site.
