Tuttle U.S. Court of Appeals - Atlanta, Georgia BUILDING TYPE: Federal Office Building CLIENT: U.S. Court of Appeals ? 11th Circuit SIZE: 134,000 GSF PARKING SPACES: 25 (all secure indoor) BUDGET: est. construction cost is $25 to $30 Million GEOGRAPHIC LIMITATION: A/E firms are advised that, in assembling the project team for the Stage II submission, at least 65% of the level of contract effort must be performed in the State of Georgia. The firms used in meeting this 65% (minimum) requirement must have an active production office within the state of Georgia established at least 90 days prior to the date of this announcement. Through new construction and the preservation and modernization of historic buildings, this project continues the legacy of outstanding public architecture that was initiated with the founding of the nation. In accord with this tradition, the General Services Administration (GSA) Design Excellence Program seeks to commission our nation?s most talented architects, landscape architects, interior designers, and engineers to prepare our historic buildings and related new construction for the next 50 ? 100 years of service. These projects are to demonstrate the value of integrated design that balances historic significance with current needs; balances aesthetics, cost, constructability, and reliability; creates environmentally responsible and superior workplaces for civilian Federal employees; and gives public expression to our democratic values. In this context, the General Services Administration (GSA) announces an opportunity for Design Excellence in public architecture in the performance of Architect-Engineering (A-E) services for the design of an annex to the existing Elbert P. Tuttle Court of Appeals Building in Atlanta, Georgia. The project, to provide administrative office space for the 11th Circuit Court of Appeals in Atlanta, generally consists of the design for: 1) the rehabilitation and adaptive use of two existing historic buildings located behind the Tuttle Courthouse and 2) new construction of ancillary space including a security screening area, loading dock, solid waste disposal/storage, underground secure parking, and a pedestrian tunnel between the proposed annex and the existing Tuttle Courthouse. GSA has worked with a team of architects, engineers, and other professionals to prepare a conceptual design for the project, and seeks an A-E to further develop the existing conceptual design and provide other related services as described below (see the attached MS Word document for the full solicitation).
