- The agency requires contractor support to provide Software Engineering Services in order to continue an effort to develop the Interim Operating Capability (IOC) and Full Operational Capability (FOC) of the NMCI Contract Analysis Tool. These services include project management, requirements refinement, software design, software development, testing. Services also include production support and system administration. In Full Operational Capability, the tool must facilitate data collection and analysis through Web-based discovery, cataloguing of enterprise documentation, Analytical reporting, and interfacing with the DON???s electronic contract and task order repositories.
