Description
The National Park Service (NPS), Golden Gate National Recreation Area (GGNRA), Department of the Interior, has identified a requirement for an experienced consultant firm or team to provide real estate and related transaction and financial advisory services for a one year base period and four one year option periods. The NPS contemplates award of an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to one consultant(s) or consultant team with a high level of professional competence and demonstrated experience in similar complex projects with similar clients. NOTE: This solicitation is one in a series of four different solicitations with specific scopes of work and evaluation criteria. Categories of relevant consultant experience include real estate development planning and coordination; real estate economics and modeling; real estate asset and property management; real estate transaction services; communications facility market analysis and business negotiations, and public sector financial advisory services. The consultant(s) or consultant team will assist the GGNRA in leasing and/or permitting of buildings, utilities and communications facilities on lands owned and administered by the NPS on behalf of the federal Government to other private or public-sector partners utilizing a variety of authorities and instruments, including, but not limited to leases, cooperative agreements, permits, and concessions contracts, as well a support the park's related cost accounting, cost recovery and budget efforts. Consulting services will be provided to the park through the Office of the Deputy Superintendent and subsidiary Business Management, Budget and Finance administrative offices. The consultant(s) or consultant team is expected to work closely with senior park management and park staff involved in developing, negotiating and administering partnership and permit agreements of various types, as well as related planning, finance, accounting, real estate analysis and budget policies and procedures. The Scope of Work includes, but is not limited to the following: 1) Provide real estate consultant services to support and advise GGNRA staff in the development, negotiation and administration of right-of-way permits, easements, and documents related to communications facilities including wireless and fiber-optic telecommunications and other utility services, including but not limited to feasibility analysis and planning; transaction support including negotiation strategies; assistance in the development of appropriate leases, permits and similar documents to implement real estate and other business partnerships; advising GGNRA of "industry standard" provisions and language in leases, permits, and similar documents; and analysis and forecasting of market trends and rates for similar instruments and properties. 2) Provide technical advice to GGNRA staff in the development of policy guidelines for the regulation of communications facilities and other utilities in the National Park context including the development and updating of planning documents, implementation and design guidelines, requests for proposals and other public documentation of park programs;, assistance in the evaluation of submitted proposals; and negotiation support for business and real estate terms including insurance, surety and performance bonds, and other financial elements of rights-of-way permitting documents. 3) Provide technical advice on the application of existing and draft federal, State of California, and Bay Area local agency partnership authorities and recommendations for new authorities, and application of the authorities to permits for communications facilities and other utilities in the National Park context. 4) Provide market-based appraisals and financial analysis of leasing and business terms for permitting of communications facilities and other utilities facilities for the San Francisco Bay Area Region as applies to the permitting of same on NPS properties in that region. 5) Provide support to strategic, regulatory and/or long-range business planning relating to the regulation and permitting of communications facilities and other utilities facilities on related NPS properties. SELECTION CRITERIA: (A) EXPERIENCE: (A) (1) Knowledge and experience in development, negotiation, and execution of NPS and other permits, rights-of-way, easements, and related instruments serving wireless and fibber-optic communications facilities and other utilities, particularly in a National Park or other setting where a government agency retains ownership of the property involving a complex regulatory environment (historic preservation, natural resource issues, etc). Indicate specific experience of key personnel assigned to this GGNRA contract. List at least two projects as examples, and provide references. (A) (2) Successful completion of similar consulting and advisory projects of similar scope for state or federal government property owners or managers, particularly the National Park Service or similar federal agency. Indicate specific experience of key personnel assigned to this GGNRA contract. List at least two projects as examples, and provide references. (A) (3) Experience and expertise in the San Francisco Bay telecommunications market for wireless, fiber-optic and other utility market sector. Indicate specific experience of key personnel assigned to this GGNRA contract. List at least two projects as examples, and provide references. (A) (4) Demonstrated ability to write and produce high-quality consulting reports, including, but not limited to, real estate economics including telecommunications and other utility trends, market appraisal reports for right-of-way values (Membership in the Appraisal Institute is not required), telecommunications industry trends and market analysis, legislative guidelines for the regulation of telecommunications and utility permitting in the National Park or other federal agency context, and counseling memos which clearly and concisely communicate basic business and management concepts for use by senior government management and staff. Indicate specific experience of key personnel assigned to this GGNRA contract. List at least two projects as examples, provide at least two work samples, and provide references. (B) PAST PERFORMANCE: (B) (1) Offerors shall demonstrate successful performance of similar services done so within the past five years; and (B) ( 2) Offerors shall demonstrate relevant past performance by providing dates, locations, customers, points of contact, and the management structure in place to accomplish the work. (C) PRICE: Price is not scored. However, price will be evaluated. The Technical Evaluation Panel will consider "Experience" to be twice as important as "Past Performance", and Price to be equal to "Past Performance".
