Description

The National Park Service is soliciting proposals for construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov. No paper copies of this solicitation will be available. NO PHONE REQUESTS FOR INFORMATION OR COPIES OF THE SOLICITATION WILL BE ACCEPTED. Offerors must register at the NBC website to obtain a copy of this solicitation and to receive an electronic notification of any amendments. This service is provided as a convenience only and does not serve as a guarantee of notification. Offerors are responsible for visiting this website periodically. No other notifications will be issued. Prospective offerors desiring to conduct business with DOI are requested to register at the Central Contractors Register (CCR) on the internet at http://www.ccr.gov.The solicitation package will contain the price schedule, specifications, drawings, and evaluation criteria to be used for the selection of a contractor. Proposed Solicitation Issue Date: Approximately June 30, 2005 PROJECT TITLE: Storm Damage Repair at Chattahoochee River National Recreation Area, Atlanta, GA DESCRIPTION: The work of this project consists of: Roadside Brushing and tree removal: Roadside work includes the cutting, bucking, splitting, and delivery of larger hardwood trees for firewood and the removal of downed trees and limbs from roadside, parking lots, and improved landscapes. This work will include cutting out smaller pine trees and other young growth up to 20 feet from the edge of the pavement. Limbs and other vegetative debris will be mechanically chipped and the resulting mulch will be spread evenly in the adjacent woodlands. Manual raking of the discarded vegetative debris may be required for a consistent and even appearance. Road Repairs: Repair unpaved roads within the park as indicated. Filling, grading, crowning, and the re-establishment of surface water ditches. This work also includes the repair of gravel parking lots at Columns drive, Allenbrook, and Abbotts Bridge. Culverts: Installation, replacement and repairs of culverts that do not have an environmental permitting requirement. Including replacing headwalls culverts and clearing debris in ditches and channels that feed the culvert. Typical drainage culvert is 18 to 36 inch corrugated steel. Trails: Repair of trail treads throughout the fifty-mile trail system. This work includes installing water bars, drainage structures, repairing tread grading and improving the trail surfaces. Small structures like bridges and retaining walls need to be replaced or installed. Bridge Repair: Repair and re-anchor two bridges located at the Jones Bridge Unit including replacing the suspension anchors, cables, and repair of the handrails and decking. Deck Repair: Repair decking and understructure of raft launching ramp at Powers Island. Type of Procurement: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The government will consider an Offeror's technical capability in comparison to its price. Estimated price range: $650,00 through $700,000 NAICS code - 237310, size standard is $28.5 million. This solicitation will be posted for Full & Open Competition. All responsible parties may submit an offer.
