Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This procurement is being issued as 100% Total Small Business Set- Aside. This solicitation number 401815Q083 is issued as a request for quote (RFQ). This Specification is for the delivery of 39,600 yards of Clay Gravel and 11,300 yards of Fill Dirt, Mississippi Department of Transportation, Standard Specification for Clay Gravel. NAICS Code:484220, Size Standard: $21,500,000. Clay Gravel and Fill Dirt must be delivered to Panther Swamp National Wildlife Refuge, Yazoo City, Mississippi. A firm fixed price commercial order will be issued. Anticipated award date will be on or about 06/28/2005. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-3, effective on April 11, 2005. The provisions at FAR 52.212-1, Instructions to Offerors--Commercial Items, apply to this solicitation. The provisions at FAR 52.212-2, Evaluation-- Commercial Items, apply to this solicitation. The clause at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this solicitation and the Offeror must include a completed copy of this provision with their proposal. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this solicitation. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, applies to this solicitation. Service Contract Act and Wage Determination #94-2297; MS Jackson, dated 5/23/2005 apply to this RFQ. A maximum of 40 and minimum of 20 deliveries can be made on a daily basis. All Deliveries must be completed by Oct 30, 2005. Maps of area is attached. The permissible variation shall be limited to 25% increase. This increase shall apply to each quantity specified in this RFQ. GRAVEL SPECIFICATION Gravel shall meet the following requirement: U. S. STANDARD SQUARE MESH PERCENTAGE BY WEIGHT PASSING SIEVE DESIGNATIONS (AASHTO T 27 METHOD OF TEST) 2 INCH 100 1-1/2 INCH 95-100 1 INCH 75-100 ? INCH 45-90 NO. 4 30-65 NO. 10 20-50 NO. 40 10-30 NO. 200 5-15 The fraction of the material passing the No. 200 sieve shall be less than one-half that of the fraction passing the No. 40 sieve. The portion of the binder material passing the No. 40 sieve shall have a liquid limit of not more that 30 and a plasticity index of not more than 15 nor less than 5 as determined by ASTM D 4318. Any material that does not meet these requirements shall be stabilized with either sand, san-olay, or gravel: in such proportions that the finished surface course will meet the percentage of wear not to exceed 50 after 500 revolutions of testing via the Los Angles Testing Machine in accordance with AASHTD T 95. If material from the course has previously met this percentage of wear test, it need not be repeated. The Fish and Wildlife Service is presently using Electronic Commerce (EC) to issue Request for Quotations and Purchase Orders. You must register in EC at web site http://www.ccr.gov. All contractors with access to the internet and an e-mail address can receive electronic notifications of award. CAUTION: This combined synopsis/solicitation has been issued electronically as will any amendments thereto. Thus, the Government is under no obligation and is in fact unable to maintain a bidder's mailing list. It is therefore incumbent upon any interested parties to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for proposal receipts may render your offer non-responsive and result in the rejection of same.
